- Notice of Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns (a) The proposed contract is 100% set aside for award to service-disabled veteran-owned small business concerns. Offers or quotations from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. (b) Definitions. As used in this provision: "Service-disabled veteran-owned small business concern"? (1) Means a small business concern? (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). VA intends to award an Architect/Engineer contract for design services at the Lebanon VA Medical Center, Lebanon, Pa, for Project # 595-05-133, HVAC IMPROVEMENTS, B19. In collaboration with VA staff the contracted firm shall provide a complete set of working architectural, mechanical and electrical drawings and specifications (in both paper form and electronic form) for the project. The project will survey existing HVAC systems in Building 19 and develop a bid package to upgrade or replace the existing HVAC systems as the construction budget allows. Design to include all work necessary for design of project including site work, architectural, electrical, mechanical, dust containment, noise containment, equipment requirements, construction phasing, coordination requirements and any other design and submittal review work required to completely describe the work in these jobs. The selected firm shall ensure that the completed designs are in full compliance with all applicable codes and VA design guidelines. Included in the designs, the firm shall develop the necessary working drawings, contract specifications, phasing plans and final cost estimates for full and complete construction of this project. CIH services will be required to be furnished by the firm for asbestos and lead abatement design and monitoring during construction. Construction period services will also be required. This project is on the approved list for FY05 with construction contract award anticipated prior to August 1, 2005. This notice is issued subject to availability of funds and is not a request for proposal. The NAICS is 541330, Size Standard $4.0 million. Estimated construction cost range is between $250,000 and $500,000. Firms who possess experience in this type of design and renovation must submit an SF330 (two copies required) to Benjamin Grogg, Lebanon VA Medical Center (125), 1700 S. Lincoln Ave, Lebanon, PA 17042 not later than 3:00 PM EST on December 6, 2004. All firms must be located within a 200-mile radius of the Lebanon VAMC. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria which are listed in order of importance: Specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of the project to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Government Agencies and Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Lebanon VAMC area.
