Description
Ogden ALC intends to make a multi-award, IDIQ (3 full and open 1 8(a) set-aside) for Software Engineering Services relating to embedded software and hardware of weapon systems platforms in accordance with attached Statement of Work. Ceiling price will be established for these fixed price labor hour contracts for the following skills. Electronic Engineer (full and part time), Computer Scientists, Configuraiton Management and IT Specialists. The skills identified above will not be hired at one time, but throughout the period of performance. Period of performance will be approximately 01 Jan 05 through 31 Dec 05 with four one year option periods exercised at the discretion of the goverhment. Work will be at Hill AFB Utah. Technical capability packages will be required to accompany RFP addressing the following evaluation criteria in order of precedence: Cost (base labor rate/benefits package), past performance, and mission capability (technical). (See attached Evaluation criteria for specific details). To assure timely and equitable evaluation of proposals, offerors must submit complete, and self-sufficient package directly to the requirement of this solicitation. The response shall consists of one volume with three distinct and separate sections as follows: Part I - Price Proposal; Part II - Past Performance information; and Part III - Mission Capability (Technical addressing all aspects of the Statement of Work). Only those technical proposals determined acceptable, either initially or as a result of discussions, will be considered for award. Offerors whose technical proposals are determined unacceptable by the Government will be notified promptly of the basis of the determination.Complete technical revisions will not be considered. The government intends to award a contract without discussion; however, it reserves the right to conduct discussions with respective offerors, if deemed in its best interest.
