- The Bureau of Land Management, Salt Lake City, Utah, has a requirement for seed, to be delivered to the BLM Regional Seed Warehouse, 1962 Commerce Avenue, Boise, Idaho, 83705. This is a combined Synopsis/Solicitation foe commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this Notice is JSQ054009. The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. The following is a list of the seed varieties required: Seed Specie Bulk Germination Pounds Purity (TZ) Tested PLS Bag Size Sideoats Grama, Vaughn 4110 .80 .60 .48 30 lb/bag Forage Kochia (Harvested in 2004) 5100 .85 .60 .51 50 lb/bag Winterfat 1000 .60 .50 .30 40 lb/bag STATEMENT OF WORK: a. The Government may award on any item offered or combination of items. b. All awards will be evaluated with consideration to past performance. Poor past performance for an item shall be evaluated based on seed delivered under prior BLM contracts. Performance factors are based on reductions taken due to PLS rating testing, rejections for any reason, noxious weed content and record of terminations. c. Award amount will be for bulk price per pound, expressed with a maximum of two decimal places. d. All costs of transportation from shipping point(s) to destination shall be paid by the contractor. SEED REQUIREMENTS: a. Seed shall be either Certified or Source Identified. b. All seed shall be submitted for tetrazolium (TZ) tests to determine germination. c. All seed shall meet the Association of Official Seed Certifying Agencies (AOSCA) quality standards and/or the State of Utah, whichever is greater. SEED TESTING: Seed will be tested either at the Idaho or Utah State Seed Laboratory, or AV Seed Testing, Longmont, Colorado, whichever has the fastest turn-around time. Delivery 1 - Delivery shall be made no later than December 1, 2004 2 - Contractor shall be required to make an appointment for delivery within two working days.
