NA Contracting Office Address Minerals Management Service GovWorks (Franchise) 381 Elden Street, MS 2510 Herndon VA 20170 Description PLEASE READ THIS ENTIRE NOTICE CAREFULLY, AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations Subpart 12.6 and the provisions of Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 & 23. The North American Industry Classification System (NAICS) code is 424210 with a small business size standard of 100 employees. The following provisions and clauses apply to this acquisition and are incorporated by reference: 1) 52.203-6, Restrictions on Subcontractor Sales to the Government, Alternate 1; 2) 52.212-1, Instructions to Offerors-Commercial; and 3) 52.212-4, Contract Terms and Conditions-Commercial Items. Other clauses apply to this acquisition and full text can be found on the web site referenced below. Solicitation Number 1435-04-05-RP-40668 applies; the solicitation is issued as a request for quote (RFQ). The US Department of the Interior, through its Franchise Fund activity GovWorks, will manage this procurement action on behalf of the US Department of Defense DNA Registry, Armed Forces Institute of Pathology (AFIP). OBJECTIVE: The establishment of a Base Period (approximately 1 year), Firm Fixed Price Indefinite Delivery - Requirements contract for DNA Testing Reagents and Equipment with 4 option years. The Armed Forces DNA Identification Laboratory (AFDIL) uses machine specific reagents that have been optimized both from the manufacturer (Applied Biosystems) and the AFDIL for maximum reliability and accuracy based on guidelines set by the forensic community. Equal items must be accompanied by sufficient literature detailing product specifications. Equal items will be evaluated by the Government technical team to determine equivalency to the specified products. The award will be made to the lowest evaluated cost (price) offer that meets all the minimum mandatory criteria in the solicitation; meaning the lowest offer which submits a proposal on the requested reagents and equipment. The Government reserves the right to award without discussions. The independent Government cost estimate for this project is based on ordering approximately $931,000 of these reagents and equipment annually. This is an estimate only and the Government has no obligations whatsoever related to providing this estimate, see FAR 52.216-21, Requirements. Period of Performance: Base Period: Date of Award - Sep 30, 2004; Option Period 1: Oct 01, 2005 - Sep 30, 2006; Option Period 2: Oct 1, 2006 - Sep 30, 2007; Option Period 3: Oct 1, 2007 - Sep 30, 2008; Option Period 4: Oct 1 2008 - Sep 30, 2009. HOW TO RESPOND: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing a offeror quotation cover letter with the following attachments. (A) Offeror will complete the Bid Schedule with proposed pricing for the Base and all Option Periods. If equal items are being proposed, then this must be clearly annotated on the Bid Schedule and sufficient literature on these equal items must be provided. (B) Past Performance. The offeror shall identify three (3) contracts/task orders with the Federal Government and/or commercial customers that demonstrate recent and relevant past performance. Recent is defined as within the last three years. Relevant is defined as work similar in complexity and magnitude of the work required in this RFQ. Also include a Dunn & Bradstreet "Comprehensive Report" on your firm. (C) The completed OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS per FAR subpart 52.212-3. (D) Verification that the Offeror is currently registered in the Department of Defense Central Contractor Registration (CCR). GovWorks shall make no award to unregistered contractors. For details, see www.ccr.gov. EVALUATION & CONTRACT AWARD. Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, is the lowest evaluated cost (price) offer that meets all the minimum mandatory criteria in the solicitation; meaning the lowest offer which submits a proposal on the requested reagents and equipment. Equal items are subject to a technical team review and approval. Past performance will be evaluated, primarily in making a contractor responsibility determination.
