- The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends to enter into a sole source procurement with PyroGenesis Inc. (PGI) via the Canadian Commercial Corporation (CCC). The Navy has been investigating plasma arc technology for the elimination of shipboard combustible solid waste for nearly a decade. This effort has included work in a 6.2 Exploratory Development Program on plasma torch and waste interaction, development of several conceptual designs by leading companies in the plasma field, and a 6.3 Advanced Technology Demonstration (ATD) Program that successfully constructed and tested a prototype system in full scale. The developer of the ATD PAWDS, PyroGenesis Inc., has an exclusive licensing agreement with NSWCCD to market the PAWDS commercially. The contractor has actively marketed the PAWDS and sold their first commercial system to a commercial company in 2003. The commercial unit has performed effectively since its installation in October ! 2003, operating more than 1,500 hours and processing an estimated 700,000 pounds of solid waste. The sale of additional units is pending the formal certification of the initial shipboard system. Also in 2003, the Navy entered into a two-year contract with CCC/PGI to build and evaluate a commercial version of PAWDS in their Montreal facility to assess the system?s operability, reliability and maintainability. Construction and delivery of the PAWDS Engineering Development Model (EDM) was completed in January 2004 and Navy testing is in progress. Although testing will not be completed until December 2004, it appears that the PAWDS EDM will meet all CVN 21 requirements. However, several potential upgrades have been identified for improving the performance of the control system and feed system reliability. This follow-on contract is to fund CCC/PGI to provide engineering services, facilities, materials, manufacturing equipment and personnel needed to support the Navy?s continued refinement and reliability improvement of the PAWDS controls and feed system. This effort will also make upgrades to the PAWDS electrical system and continue to support shipboard integration of PAWDS on CVN 21. The results will be used to provide PMS 378, the program sponsor, with data and a validated design to support forward fit of the technology aboard CVN 21. See Note 22.
