Description

The U. S. Environmental Protection Agency (U. S. EPA) Ecosystems Research Division, intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to Dr. Richard Winn, Aquatic Biotechniology and Environmental Laboratory, Warnell School of Forest Resources, University of Georgia (UGA), Athens, Georgia, under the authority of FAR Part 6.302-1. The purpose of the acquisition is to add 177 mutagenicity array analyses of water samples using medaka fish to an ongoing effort being performed by UGA. The fish of mixed gender shall carry either hemizygous or homozygous copies of the lambda bacteriophage vector. The NAICS code for this procurement is 541710. It has been determined that due to the ongoing work of Dr. Richard Winn with Transgenic Medaka, for which he holds the patent, UGA is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
