Description
This sources sought is a request for information prior to drafting and releasing any resultant solicitation. The information contained in this sources sought notification is based on the best an most current information available to date, is subject to change and is not binding on the Government. Any significant changes will be provided in subsequent synopsis, if required. The Defense Security Cooperation Agency (DSCA) is seeking potential small businesses to provide review, analysis and information technology support to assist DSCA in the administration of contracts between international customers and U.S. industry. Areas requiring support service are contractor eligibility, acquisition of standard/nonstandard items, U.S. content of the items acquired, competition in procurements, pre-award surveys, contract financing, elements of contracts, offset considerations, contractor disclosure and certifications, commissions and contingent fees, travel, letters of credit, transportation issues, performance considerations, audits, pricing, generally accepted accounting principles, and disputes/arbitration. Software that will be utilized is as follows: (1) Direct Commercial Contracts (DCCS) (2) Lotus Notes (3) Personal Action Log. If you are interested in competing for this requirement, please indicate your interest by sending an email no later than November 10, 2004, 10:00 A.M. EDT to Mr. Julian O. The e-mail shall contain the following subject line, ?Sources Sought, Direct Commercial Contracts?. Use of any other subject line may delay your entry. All valid e-mail responses from prospective sources must provide the return e-mail address, company name, mailing address, telephone number, facsimile number, and point of contact within the body of their response. In addition, to assist in the acquisition strategy development, please respond to the following questions: 1) is your business small business [Small Disadvantaged, Women-Owned, Service Disabled Veteran Owned, etc]? For the purpose of determining your business size, the North American Industry Classification System (NAICS), 561110 with a size standard of $6M average annual receipts over the past three years, will be utilized for this acquisition. 2) Provide a list of customers (Government/non-Government) within the past 5-years highlighting similar work performed. Include contract numbers, contract type, dollar value of each procurement, and point of contact/address/and phone numbers and a brief description of the work performed 3) Provide information relative to past performance that demonstrates the ability to provide ALL capabilities noted below that includes, but not limited to: a) Review and make recommendations to the Contracting Officer Representative (COR) concerning funding for direct commercial contracts b) Provide technical evaluation of DCCs for compliance with DSCA?s Guidelines for Foreign Military Financing of Direct Commercial contracts c) Review Contractor?s Certification and Agreement (CCA) for technical compliance with DSCA?s Contractor?s Certification and Agreement and make recommendations to the COR for changes to bring CCAs into compliance d) Review purchasing countries? requests for cost and pricing audits and make recommendations to COR for approval e) Review cost and pricing audit reports and make recommendations to COR for action f) Review requests for advance, progress, interim, and/or close out payments and accompanying documentation submitted by contractors and/or purchasing countries and make recommendations to the COR for approval and payment g) Produce DSCA correspondence to country and vendor detailing DSCA?s funding decisions 4) Other pertinent information: E-mail responses without the aforementioned information will not be recognized as valid. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA E-MAIL. TELEPHONE REQUESTS FOR SOLICITATIONS OR QUESTIONS IN REGARDS TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED OR RETURNED. Submit responses no later than November 10, 2004, 10:00A.M. EDT.Your response is limited to 10 pages. NO SOLICITATION EXISTS AT THIS TIME. The Government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. This is not a commitment on the part of the Government to award a contract as result of the notice or pay for any information received.
