- The Social Security Administration (SSA) intends to solicit and negotiate a sole source award from the National Academy of Social Insurance (NASI). The purpose of this acquisition is to explore possible sources of vocational and occupational medical expertise, including specialists now employed in state disability determination service offices, or experts like those used by Administrative Law Judges who decide Social Security disability claims on appeal. NASI has previously conducted an in-depth study of SSA?s disability programs requested by the Committee on Ways and Means. The purpose of this study is to enhance the expertise needed in disability decision making related to functional limitations of a claimant?s ability to perform jobs available in the national economy. NASI is a private, non-profit, non-partisan organization devoted to research and education on social insurance programs. NASI is uniquely qualified to perform this study because it includes in its membership many of the leading experts on Disability Income Policy. SSA knows of no other organization that has the capability of providing the level of expertise of nationally recognized experts within allotted six months timeframe. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is neither a request for competitive proposals nor an announcement of a forthcoming solicitation. Interested parties may identify their interest by documenting their capability to fulfill the requirement. The capability statement must be written and e-mailed to alice.roache@ssa.gov and received prior to November 18, 2004. If no viable responses have been received, SSA shall proceed with negotiations with NASI. See Numbered Note 22.
