Description
The Centers for Disease Control and Prevention is seeking sources to provide international public health technical support services to assure that international health organizations and Ministries of Health (MOHs) have the infrastructure to support effective epidemiologic and surveillance activities. This sources sought notice is for informational purposes only, and serves to identify potential organizations with the technical capability to provide the required services. This is not a request to respond to a solicitation. No contract will be awarded from this announcement. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. It is the offeror?s responsibility to monitor this site for any solicitation and synopsis. Reimbursement will not be made for any costs associated with providing information in response to this announcement and/or any follow-up requests. The scope of the public health technical support services required include building sustainable public health capacity at national, regional, and international levels to complement and strengthen public health program training efforts; pool and disseminate materials among member countries; develop and distribute curricula standards on a regular basis; support quality assurance activites; reinforce multinational response capabilities; and provide support to countries to employ multicentric regional and international strategies in the fight against public health threats and emergencies. Examples of specific services that may be ordered through the issuance of task orders under an Indefinite Delivery Indefinite Quantity type contract on an as-needed basis include one or more of the following: 1. Advocacy: Develop new and enhance existing partnerships with the public health field research in epidemiology and surveillance. 2. Training: Establish and conduct long term (2 year) Field Epidemiology Training Programs (FETPs) and short-term (3 week) programs for specialists in epidemiology. Programs should model the Epidemic Intelligence Service, CDC?s primary applied epidemiology training program. 3. Needs Addessments: Conduct needs assessments, focus groups, and program evaluation in support of FETPs in a given country and/or region. 4. Logistical Support for Outbreak Investigations and Response: With short notice, provide skilled personnel to investigate or assist with investigations of disease outbreaks and/or suspected disease outbreaks. 5. Travel: Arrange and coordinate travel of non-government personnel for meetings, workshops, and/or outbreak investigations and response. 6. Meetings/Workshops/Conferences: Facilitate and coordinate regional and global meetings, workshops, and/or conferences. 7. Fellowships: Provide fellowships for trainees to attend long-term FETP. 8. Innovativeness: Develop new innovative ideas or new ways of building sustainable epidemiologic and surveillance partnerships between CDC and international partners. Interested organizations having the required capabilities to meet the above requirement should submit a response that includes the following: a capability statement that clearly demonstrates their ability to perform all aspects of the effort described herein; name and address of firm; size of business (large or small based on NAICS); any applicable small business certifications (section 8(a), HubZone, etc); and references concerning their past performance and experience regarding their capability to perform this type of service. The NAICS code for this acquisition is 541990 with a 6 million dollar small business size standard. Responses, not to exceed 20 pages in length, are to be submitted in an original and one copy to Sherry Smallwood, Contracting Officer, Centers for Disease Control and Prevention, Procurement and Grants Office, 2920 Brandywine Road, Mailstop E09, Atlanta, GA 30341.
