Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals are not being requested. The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) intends to issue a purchase order on a noncompetitive basis to Dr. Motoshi Suzuki, 418 Rutgers Street, Rockville, Maryland 20850, to provide research services in the study on the isolation and purification of the mitochondria fission proteins. STATEMENT OF WORK: The Contractor shall provide all labor involved in the preparation of the relevant DNA samples and the expression of at least two different sample of spectroscopic purity for investigation by Nuclear Magnetic Resonance methods. The Contractor shall specifically prepare DNA samples and express the encoded proteins that represent the human Drp1 and yeast Dnm1 proteins involved in control of mitochrondria fission as well as proteins important in apoptosis. Further all expressed proteins shall be purified to greater than 98% as determined spectroscopically. The Contractor shall optimize expression level of these proteins, work out the purification protocol for them, and check for their stability for temperature, pH, and detergent. The sample quantities shall be at least 10 milligrams purified of each protein. The research services shall be performed at the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Laboratory of Cell Biology. The Contractor shall submit to the Project Officer, the purified samples, a written report detailing the sequencing information, and the mass spectrometric results which verify the correct molecular mass of the proteins. The Project Officer will monitor the Contractor?s performance, review, and approve the Contractor?s progress and completion of the work All work shall be performed and all materials, chemicals, laboratory space, and computational facilities are available at the NIH, NHLBI, Laboratory of Cell Biology. The period of performance for this project is not expected to exceed six (6) months from the award date of the contract. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541710. Size standard 500 employees is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement by submitting a response addressing how they intend to perform the statement of work. Responses will be evaluated based upon documented past experience with NIH?s DNA studies on mitochondria fission proteins specifically, apoptosis protein expression, purification, and cell biology as well as on Nuclear Magnetic Resonance spectroscopy methods. The determination by the Government not to compete the proposed contract is solely within the discretion of the Government. Due to the benefits gained by NIH from Dr. Suzuki?s research efforts on the mitochondria fission proteins study and in order to maintain continuity of the research, an award to any other source for this requirement would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition.
