Description
This is not a Request for Proposal (RFP), but a request for submission of Standard Form (SF) 330 for firm-fixed price Indefinite Delivery/Indefinite Quantity Contract (open-end) of multidiscipline engineering contract service for design of miscellaneous operations and maintenance projects and supporting services at Misawa Air Base and Air Forces activities within Japan. All submissions shall be received by 4 Dec 04 (Japan Standard Time). It is our intention to award three multi-discipline contracts. Firms responding to this announcement by the closing date will be considered for selection. Design services required will be in conjunction with all types of construction projects to include, but not limited to new/minor construction, additions, alterations, modifications, repairs, maintenance work. Various types of A-E services such as engineering studies, field surveys, preparation surveillance and inspection may also be required to accomplish Title I A-E Design Services, Title II A-E Construction Inspection Services, and Title III Other A-E Professional Services as stated in the attached Statement of Work. The duration of the contract will be one-year period of base year with two one-year options which may be exercised at the discretion of the Government. The guaranteed minimum amount will be $5,000.00, and the un-guaranteed maximum amount will be $9,000,000.00 for entire life of contract (base year plus two option years). The Government will award A-E design project by issuing individual task order (TO) to the contractor as requirements are identified by 35th Civil Engineer Squadron, Engineering Flight (35 CES/CECC) during the contract period. Minimum and maximum amount of individual TO will be $15,000.00 and $1,600,000.00. Projects may include various combinations of architectural, landscape architecture, civil, survey, mechanical, electrical, structural, fire protection, and environmental disciplines. Computer aided drafting design (CADD) will be required and shall be compatible with 35th Civil Engineer Squadron system software. Following an initial evaluation of the submitted SF 330, three (or four, subject to the number of A-Es responded) firms considered to be the most highly qualified to provide the required services, may be selected for negotiation. Selection will be based upon the firm?s qualifications in accordance with the following criteria in order of relative importance; 1) Recent specialized experience and technical competence in performing design of housing/industrial renovations including seismic design, asbestos testing and abatement, Lead Base Paint testing and abatement and where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 2) Professional qualifications of the staff and consultants that will perform the actual work. Ability at least one primary staff to speak/write both English and Japanese; 3) Professional capacity of the firm to accomplish the work in the required time. Knowledge of U.S. and Japanese materials/products and construction practices; 4) Past performance history on both Department of Defense (DoD) and other contract in terms of quality of work, compliance with schedules, and cost control; 5) Location of the design firm in the general geographic area of the project and knowledge of the locality of the project; 6) Implementation of Design Quality Control Program; and 7) Volume of work awarded to the firm by DoD during the previous 12 months (from date of synopsis announcement). The A-E shall employ, at all times, professional level skills and management practices as required for the performance of this contract, and shall hold bilingual personnel fluent in Japanese and English in terms of speaking and writing technical skills as required by para. 1.1, 1.2, and 6.2 of SOW. U.S. firms doing business in Japan shall provide, on the first sheet of the drawings, the stamp and signature of a Registered Architect or Professional Engineer who is a principal of the A-E firm. In addition, the first sheet of drawings for each discipline, such as Civil, Architectural, Structural, Mechanical, and Electrical, shall be stamped and signed by the appropriate registered architect or professional engineer. Japanese firms are required to provide, on the first sheet of drawings for each discipline, the signature and stamp (han) of a First Class Architect or Engineer (?Kenchiku Setsubishi? or ?Doboku Setsubishi-gishi?) recognized by the Government of Japan. A-E firms that meet the requirements described in this announcement are invited to submit a complete SF 330 Architect-Engineer Qualifications (ref. FAR 36.603(b)) with appropriate documentation of professional registration(s) attached, to 35th Contracting Squadron (35 CONS/LGCA), Misawa Air Base, Japan. A current SF 330 is required for each consultant listed. No other general notification firms under consideration will be made and no further action is required. Note: Any prospective contractor must be registered in the Central Contract Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award.
