Description

The Bureau of Reclamation has a requirement for laboratory testing and evaluation of industrial protective paint (coating) materials to specify for use in new construction, maintenance of structures, and instruction for Reclamation personnel in standard industrial coating practices and inspection procedures. WORK TO BE PERFORMED BY CONTRACTOR. 1. Photocopy data from previously (past) tested coatings for atmospheric and immersion service exposures. Test procedures shall meet standards listed in attachment A or equivalent test procedure. 2. Perform coatings tests on South Coastal Air Quality Management District (SCAQMD) VOC compliant and new technology coatings or coating. Test procedures shall meet standards listed in attachment A. Modifications to test procedures are allowed. 3. Provide consultation on coating materials as needed. 4. Conduct protective coating seminars for Reclamation and associated water district personnel. Seminars are to be designed for coating inspection with hands on training. Major topics are coating material types, surface preparation, application, field test instruments, and coating standards knowledge. Hands on training is to include abrasive blasting and coating application on test coupons and field test instruments. A course manual expanding on the verbal presentation is required. Seminar duration is not to exceed 2 days with class size between 8 to 20 attendees. Preliminary seminar schedule dates are March 2005, March 2006, and March 2007. The RFQ will be available electronically on the Department of Interior (DOI), National Business Center (NBC) website at http://ideasec.nbc.gov approximately 11/12/2004. Responses should include the firm's business size e.g.,. small business, other than small business in accordance with the size standard: $4M for North American Industry Classification System (NAICS) Code 541330.
