- The Bureau of the Public Debt (Public Debt) is assessing the market to gain information for commercial, off-the-shelf, products or commercial services to support streamlining of an existing accounts payable system. The Administrative Resource Center (ARC) processes accounts payable vendor invoice payments for a number of Federal agencies. This is accomplished using the Oracle Federal Financials system, in addition to manual processes to evaluate, route, approve, receive, and monitor invoices to/from designated Contracting Officer?s Technical Representatives (COTRs) or invoice approvers, and storage of paper invoices and supporting documentation. ARC is seeking ways to modernize its accounts payable processes. We are seeking information from potential vendors with products or services that can help us accomplish the following improvements: * Convert paper documents to electronic documents upon receipt, or accept documents that are submitted in an electronic format, and work with electronic documents throughout the payment process from initial examination to storage. * Automate the collection of data from designated COTRs or invoice approvers. Allow for flexibility in the information required for approval and provide a mechanism that the AP Department can provide additional information to facilitate the approval process. * Automate the reminders to users needing to take action on a document. Provide the functionality to allow for reminders to be sent to backup approvers or management officials. * Provide e-mail notifications when action is requested of a user and allow for multiple approvals through the use of routing lists. * Provide e-mail notifications back to the AP department when an invoice has been approved. * Generate status reports on documents in progress. * System should be accessible via the Internet and allow for restrictions by agency and user * Generate file to create invoices in the Oracle Federal Financials system, without re-keying data. * Reject documents that are not complete or do not meet financial system edits. Additionally, the vendor must provide training for technical personnel and allow knowledge transfer for product maintenance. In your response, please reference RFI-AP1. ARC is requesting technical product literature that will demonstrate the vendor?s ability to meet the specified requirements, commercial price lists (if available), and references (agency name, point of contact, and phone number) only, at this time. However, at ARC's option, evaluation software, product demonstrations, and/or technical presentations may be requested from vendors responding to this announcement. Please note that this information is being requested for information and planning purposes only as ARC is primarily interested in assessing the viability of this technology. The Government does not intend to award a contract or otherwise pay for the information requested. ARC will assess the ability of the market to meet the needs as stated above based on the information received. Dependent upon the results of this market survey, ARC may subsequently issue a solicitation to acquire the appropriate tool(s). Any such solicitation would be based on a strictly functional statement of requirements in order to maximize competition.
