Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ). The Contractor shall provide the facilities, personnel, services, tools, equipment, and materials necessary to deliver: Five (5) FLIGHT filters (2 with gas working fluid and 3 with liquid working fluid) tested to the acceptance criteria, or qualification criteria for protoflight hardware, specified in Performance Specifications, 464-PROP-SPEC-0087. The Contractor shall generate a matrix listing each section in the Statement of Work (SOW), 464-PROP-LEGL-0048 reflecting either compliance or non-compliance. Areas of non-compliance shall be addressed by the Contractor showing how they plan to meet the requirement(s) or why it will remain non-compliant. Propulsion subsystem filters are responsible for removing particulate contaminants from the spacecraft fluid lines in order to protect flight components that are sensitive to contamination. Each filter shall include a Titanium body, with an interface tube protruding from each end. The subsystem requires two types of filters. Each filter design shall either have been qualified for space flight or the vendor shall designate one (1) unit as protoflight to test to the qualification levels listed in this document. Filter designs that have been qualified previously shall include qualification documentation as described in the SOW 464-PROP-LEGL-0048. Contact Ms. Atkinson for an electronic copy of the Specs, SOW and Delivery schedule. The provisions and clauses in the RFQ are those in effect through FAC 01-99. The NAICS Code and the small business size standard for this procurement are 332912 & 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/Goddard Space Flight Center is required within the specified delivery schedule. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by November 22, 2004 by close of business (COB) to Cassandra Atkinson, NASA/Goddad Space FLight Center, Bldg. 26/Rm. 235, Code 210.8 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 - is applicable FAR 52.212-5 - is applicable The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Cassandra.K.Atkinson@nasa.gov no later than November 22, 2004. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements such as Delivery, Maintenance, etc shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
