- This is a Request for Information Only The Golden Field Office (GO) of the Department of Energy is interested in the acquisition of the following services: Background: The National Renewable Energy Laboratory (NREL) has submitted a proposal to include Post Retirement Health Care Benefits to their suite of benefits. This proposal was originally submitted during a period of time that DOE was concerned about Retirement Health Care benefits or other benefits that would potentially increase DOE???s future funding liabilities. Because of sustained interest on the part of NREL to make Post Retirement Health Care benefits an additional benefit, professional analysis of the proposal is being sought. Scope of Work: The purpose of this effort is to review the data submitted by the Government to, analyze the actuarial assumptions used, risk management, benefit cost management, Employee Retirement Income Security Act (ERISA), and Equal Employment Opportunity considerations for the M&O Contractor supporting the National Renewable Energy Laboratory. The review should consider: ??? All cost/value studies conducted by NREL in the last five years; ??? A comparison/evaluation of commercial market practices related to retiree medical benefits. The deliverable will be a final report, written so as to be easily understood by individual not necessarily knowledgeable of benefits programs,that clearly explains both the pros and cons of accepting the proposal. This action is a Request for Information ONLY. The Government does not presently intend to award a contract but is interested in obtaining small business sources capable of providing the required analysis. Your response to this request should include your company name, experience in providing similar analysis and price estimates. The Government will not pay for any costs associated in response to this request for information. Responses to this notice are not offers and cannot be accepted by the Government as a binding contract. Should the Government receive adequate sources an RFP may be issued.
