Description
NAICS Code: 541620 The US EPA intends to negotiate on a sole source basis, under authority of FAR 6.301, with Process Applications, Inc. This requirement is to complete efforts to expand the technical scope of the Area-wide Optimization Program (AWOP) to include the control of disinfection byproducts (DBP) formation and the development of an improved jar test calibration procedure to provide treatment plant operations staff with a valuable process control tool. This work directly supports the optimization program done by the Office of Groundwater and Drinking Water's Technical Support Center (TSC), who has worked with Process Applications, Inc. to create a model for developing and implementing AWOPs. Process Applications, Inc. has completed 90% of this effort. An AWOP utilizes targeted performance improvement procedures such as Composite Correction Program (CCP). The CCP consists of an evaluation phase, or a Comprehensive Performance Evaluation (CPE) and a follow-up component, called Comprehensive Technical Assistance (CTA). Under the AWOP model, four Regional AWOPs have been established in EPA Regions 3, 4, 6 and 10. However, additional work needs to be done to "fine-tune" several DBP and microbial optimization approaches and verify that the AWOP model is appropriate. This work is critical since commitments have been made to the Regional AWOP programs related to these deliverables being completed in 2005. Under this requirement, the following tasks shall be achieved: 1) DBP CTA materials development and pilot testing, 2) DBP Targeted Technical Assistance Tools development and demonstration, 3) strategic implementation of Jar Test Calibration procedures and 4) Assessment of existing State and Regional AWOPs.
