- The proposed contract action is for informational booklets and their distribution to Luxart Communications for which the Government intends to solicit and negotiate with only one source under the authority if FAR 6.302. The Department of Veterans Affairs intends to award a task order against Luxart?s GSA schedule. The task will include, but will not be limited to 316000 copies of a new Vocational Rehabilitation and Employment (VR&E) Service Disabled Transition Assistance Program (DTAP) pocket sized reference guide to VR&E benefits. The Quick Series Pocket Guide design is approximately 5.5 inches by 3.75 inches and bound by a rugged plastic-coated wire spiral binding at the top. This unique design feature is preferred because of its size and durability. The finished guide fits perfectly into the shirt or pants pocket of our servicepersons. The cover and pages of the pocket guide are made of extremely durable, plastic-coated stain resistant material, ideal for the repetitive usage. Statutory Authority: The statutory authority of this justification is FAR 6.302-1 (a) (2) and (b) (ii) (2), ?Only one responsible source and no other suppliers will satisfy agency requirements.? In this case the product is a copyrighted publication and no other sources are available. The unique product style offered by Luxart Communications has been approved for use and purchased by: USMC, US Army, USAF, USCG, US Secret Service and the US Border Patrol and VA Education Service. The style has become an expected product for which government agencies set product acceptance standards for this type of quick reference pocket guide. Interested persons may identify their interest and capability to response to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 9 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete within this proposed contract upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contact Rosa M.
