Description
The U.S. Army Small Computer Program (ASCP) in coordination with the Army Contracting Agency, Information Technology, E-Commerce and Commercial Contracting Center (ITEC4) are developing the acquisition strategy for the Information Technology Enterpri se Solutions  2 Services (ITES-2S) acquisition. The purpose of this acquisition is to support the Armys Enterprise Infrastructure and Infostructure goals with a full range of information technology solutions at a reasonable price, and to be consistent w ith DoD and Department of Army policies on standardization and interoperability. In October 2003, the government awarded the ITES-Enterprise Mission Support Services Solutions (ITES-EMS3) contracts. Due to its success, the government is developing the acq uisition strategy for ITES-2 Services (ITES-2S) acquisition, the successor to ITES-EMS3. The governments intention is to conduct this acquisition under Federal Acquisition Regulation (FAR) Part 15. The contract type will be multiple award, performance-ba sed (as described in FAR Part 37.6), Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed Price. The government intends to reserve some awards for Small Business. The North American Industry Classification System (NAICS) codes for this acquisition are 517110 (Telecommunications) with small business size standard 1,500 employees for the full and open completion and 541519 (Other Computer Related Services) with a small business size standard of $21 Million for reserved small business. Contractors wil l be required to support up to TOP SECRET security clearance. Some tasks may require Sensitive Compartmented Information (SCI). The government plans to utilize the Advisory Multi-Step process as described in FAR part 15.202 and the Due Diligence process in this acquisition. The market research questionnaire is available on the ASCP web page, https://ascp.monmouth.army.mil/scp/survey/ites2_vendorsurvey.jsp. This market research is being conducted in the early stage of our acquisition-planning phrase. Yo u are encouraged to participate in the market survey by submitting a completed survey no later than November 22, 2004. The requirements and strategy as stated in the notice and questionnaire are all subject to change as the acquisition evolves. More defin itive information and estimated milestone schedule will be provided at a later date.
