Description

The Primary Point of Contact for this project is Shelley Martinez, Contract Specialist, (817) 886-1090. This will be an Indefinite Delivery/Indefinite Quantity Construction (IDIQ) type contract for Cleaning, Sanding, Abatement, Surface Preparation a nd Painting of Buildings Depot-Wide within the U.S. Army Corps of Engineers (Southwestern Division) primarily for the Red River Army Depot, TX, in accordance with the specifications herein as ordered by individual Task Orders. The contractor shall provide , upon receipt of a delivery order, all work, materials, supplies, parts (to include system components), plant, supervision, labor, and equipment, except where specified as Government-furnished, to perform the cleaning, sanding, lead or asbestos abatement, surface preparation and painting of buildings and other structures, as well as minor repairs required prior to painting, at Red River Army Depot, and related services as specified in strict accordance with all terms, conditions, special contract requireme nts, specifications, drawings, attachments, and exhibits contained in the contract or incorporated by reference. The contract will be issued for a base year and will contain four (4) one-year options that may be exercised at the Governments discretion. Wo rk includes but shall not be limited to, all job planning, programming, scheduling, administration, and management necessary to assure that work is accomplished in accordance with this contract, all applicable laws, municipal codes, regulations and/or writ ten directives issued by the Contracting Officer and/or his authorized representative. The quantities of services specified in the bid schedule are estimated. Actual work performed will be authorized by task orders issued to the contractor during the term of the contract. Estimated Construction Range: Between $500,000 and $1,000,000 for the base and four option periods. Solicitation will issue on or about 24 November 2004. Bids will be due on or about 27 December 2004, 2:00 p.m. local time. Duration of the project is from date of award through 365 calendar days with four option periods of each. The North American Industrial Classification System (NAICS) Code applicable to this project is 238320. Small Business Size Standard is $12,000,000.00. This i s an UNRESTRICTED solicitation. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontra cting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 50.9%; Small Disadvantages Business, 8.8%; Women-Owned Small Business, 7.2%; Service-Disabled Veteran-Owned Smal l Business, 0.5%; and HUBZone Small Business, 2.9%. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. No tification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation.
