Description
Vessel(s) Required: US or foreign-flag self-sustaining RO/RO or combination RO/RO-LO/LO vessel capable of transporting a minimum of 96 pieces (681 short tons) (1,823.4 MTONS total) and 10,000 sq ft. of military cargo consisting of standard 20? containers (TEUs) with average individual container weight of 16,800 pounds, six helicopters and various vehicles, crates and other assorted cargo. All aircraft and vehicle cargo is to be stowed below decks. TEUs and equipment crates do not require below deck stowage. Applicable HAZMAT classes are 1.1E, 1.1F, 1.2E, 1.3G, 1.4F, 1.4S, and 2. The vessel is required to have sufficient RO/RO horizontal square footage with minimum 15? vertical deck clearance and ramp clearance in order to accommodate six MI-24 helicopters. The vessel is required to have slewing stern ramp or quarter stern ramp with ramp hinge minimally 14? above the vessel water line. The vessel is required to maintain a minimum average laden speed of 14 knots in moderate weather. A packing list is available upon request. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004), preference will be given to U.S. flag vessels and VISA participants. Under the Cargo Preference Act of 1904, any reflagging or repair work to: (1) enable the vessel to meet applicable standards to become a vessel of the United States; or (2) to convert the vessel to a more militarily useful configuration; must be performed in the United States.
