- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on-line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used. This requirement is 100 percent set-aside for small business and FAR 52.219-6 Notice of Total Small Business Set-Aside (JUL 1996) is app! licable. The Naval Surface Warfare Center, Dahlgren Division, intends to procure the following items that meet or exceed the salient characteristics identified through full and open competition. The contractor shall deliver: CLIN 0001- A quantity of 1 each MID WAVE INFRARED CAMERA and CLIN 0002 - A quantity of 1 each NEAR INFRARED CAMERA. This acquisition will occur via a Firm Fixed-Price contract. All items shall be delivered and accepted FOB-Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5110 between the hours of 7:00 a.m. and 2:30 p.m. on weekdays. No deliveries will be accepted on Federal holidays. Time of Delivery is within 90 days after date of contract. The solicitation number is N00178-05-R-1016 and is issued as a Request for Proposal (RFP). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2001-25 (05 Oct 2004), and DFARS Chang! e Notice 20041101. The NAICS Code associated with this procurement is 333315 and the size standard relating to this NAICS Code is 500 employees. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, Evaluation-Commercial Items (JAN 1999), applies (a) The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer will be most advantageous to the Government price and other factors considered. Evaluation will be based on the following factors: meeting or exceeding the specifications identified, past performance, price and other factors considered. Contractors are reminded to provide their product literature demonstrating the capabilities of the proposed cameras in sufficient de! tail to evaluate compliance with the requirements in this announcement. This may include product literature, or other documents. Provide Past performance information from three companies to include recent and relevant contracts for the same or similar items along with the price paid and other references (including contract numbers, points of contact with telephone numbers and other relevant information). The applicable specifications shall be highlighted in the company's literature. Failure to highlight the specifications may result in the offer not being considered for award. The offeror must include a completed copy of FAR 52.212-3 -Offeror Representations and Certifications - Commercial Items, and DFAR 252-212-7000 -Offeror Representations and Certifications with their quotes. The following FAR and DFARS provisions and clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1 Instructions to Offerors - Commercial Items, FAR 52.212-4 Contract ! Terms and Conditions - Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, subparagraphs (a), (b)(1), (b)(5), (b)(7),(b)(9) (b)(13-20), (b)(23), (b)(30), (d), and (e) apply to this solicitation and are hereby incorporated by reference. Finally, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, subparagraphs (a), (b)(252.225-7012), (b) (252.227-7015), (b)(252.227-7037), (b)(252.243-7002), (b)(252.247-7023), (b)(252.247-7024) and (c), and DFARS 252.204-7004, Alternate A, and DFARS 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country also apply to this acquisition. The Defense Priority and Allocation System (DPAS) rating is DO-A7. The MWIR Camera Specification and additional evaluation criteria will be available on the Naval Surface Warfare Center, Dahlgr! en Division Webpage at http://nswc.navy.mil/wwwDL/XD/SUPPLY/. The closing date for receipt of the proposal is 3:00 p.m. (Eastern time), 30 November 2004.
