Description
NAICS Code: 511210 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Schrodinger, L.L.C, 1500 S.W. First Avenue, Suite 1180, Portland, OR 97201-5815 for the acquisition of Floating license for GLIDE 3.0, Prime, Macromodel 8.6 & Maintenance. This suite of programs have the unique capability to allow for changes in the positions of individual side chains or atoms in the side and also allow for larger scale changes in protein structure. In addition these programs provide a number of different, relevant models for the inclusion of the surrounding solvent. The combination of all of these models in a set of computer programs that communicate well is unique. These programs have unique capabilities and it is critical that they work together seamlessly. Licenses for theses computer codes can only be obtained from Schrodinger, Inc.. Schrodinger, Inc. has exclusive copyrights, patents, and/or trade secret ownership. The EPA has identified Schrodinger, Inc., the only vendor capable of satisfy the requirement. In order to ensure data compatibility and accuracy The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
