Description
NASA/LaRC has a requirement for demonstrating through comparison to test data that the Energy Boundary Element Analysis (EBEA) can predict accurately the acoustic field in the vicinity of an aircraft due to noise emitted from its engines. The EBEA computational capability will be enhanced by introducing mean flow effects in the formulation. A compiled version of the EBA code will be delivered at the end of the project along with a user's manual and example data files. The enhanced and validated EBEA code will allow NASA engineers to assess very efficiently the effects from the following design parameters on the radiated niose: (1) Number of engines on an aircraft (2) Locations of the engines (3) Shape of aircraft Since typical computational times for the EBEA software are of the order of minutes on a typical workstation, it will be possible to incorporate the EBEA computations in optimization analyses. In the past, the EBEA method has been employed for computing the exterior acoustic field in the vicinity of an automotive vehicle due to air-borne noise sources in the 400Hz-20,000Hz frequency range. The EBEA has also been used sucessfully for computing the noise radiated from a submersible vehichle. NASA/LaRC intends to purchase these research and development services from The University of Michigan, Ann Arbor MI; the only known source for this type of research and development capability. The University of Michigan has extensive experience applying this particular methodology to ground vehicles, which is critical to the success of this project. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 26, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
