Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-0157378A, and is being conducted as an unrestricted procurement under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industrial Classification System number is 421910, the size standard is 500 employees. The Federal Bureau of Investigation intends to award a firm-fixed price, brand name, delivery order under Request for Quote (RFQ) 0157378A, for the attached items. Delivery of the requested items shall be 15 days after-receipt-of-order. FOB point, FBI, 935 Pennsylvania Ave., N.W., Room 1B927, Washington, D.C. 20535-0001. This order shall be conducted as an all or none procurement. All quotes shall be submitted to the attention of Ms. Theresa M. Powell, Contracting Officer, FBI Academy, Quantico, Virginia, by 2:00 PM, EST, 11/23/2004. The quotes may be faxed to my attention at (703) 632-1607. The RFQ incorporates provisions and clauses that are in effect thorough Federal Acquisition Circular 2001-25. The provision at FAR Clause 52.212-1, Instructions to Offerors (JAN 2004) and addendum are incorporated into this solicitation by reference. ADDENDUM to 52.212-1, Modify: (b) Submission from offer(s) is to read as follows: "Submit signed and dated offer(s) to the attention of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy, RFQ-0157378A, HRT Building, Quantico, VA 22135. The contractor shall provide three names, addresses, telephone and facsimile numbers of previous contracts, either Government or Commercial, for the purpose of evaluating Past Performance." Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (MAY 2002), Subsection (a) 14 – 20, 22-27, and 30, (d) and (e) apply. Clause 52.212-3, Offeror Representations and Certifications (MAY 2004) and Clause 52.212-4, Terms and Conditions, Commercial Items apply. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52.211-6, Brand Name or Equal (AUG 1999) and Clause 52.214-31, Facsimile Bids (DEC 1989) are incorporated by reference. Clause 52.212-2, Evaluation-Commercial Item (JAN 1999) is incorporated by reference and applies to this acquisition. ADDENDUM to 52.212-2(a)--Award will be based on lowest price. The evaluation of this RFQ will be in accordance with Part 12, 13, and 15 of the FAR. The following factors shall be used to evaluate offers: Past Performance and Price. Past Performance is less important than cost or price. Past Performance will be based on telephonic performance evaluations received from contacts provided in the quote and other information received. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation. Clause 52.204-7, Central Contractor Registration (OCT 2003) is incorporated by reference in this solicitation. Offerors must ensure they have registered in the Central Contractor Registration Website www.ccr.gov before submitting any quote on this synopsis.
