SOLICITATION NUMBER: 267-R-00-05-00001</P> ISSUANCE DATE: November 14, 2004</P> CLOSING DATE/TIME: December 10, 2004; 8:00 pm Iraq local time (+3 hours GMT).</P> POSITION TITLE: Systems Manager </P> MARKET VALUE: GS-13 ($62,905 to $81,778). </P> PERIOD OF PERFORMANCE: One year with two option years based on program needs and performance.</P> PLACE OF PERFORMANCE: Baghdad, Iraq.</P> SECURITY ACCESS: To be determined.</P> AREA OF CONSIDERATION: Third Country Nationals. </P> </P> POSITION DESCRIPTION: Systems Manager, USAID/IRAQ Executive Office </P> </P> </P> </P> I. INTRODUCTION</P> </P> The position of Systems Manger is located in the USAID/Iraq, Executive Office, Information Systems Team. The USAID program in Iraq consists of emergency relief, humanitarian assistance and reconstruction activities currently valued at $4.6 billion, implemented through large, complex contracts and grants. The USAID/Iraq Administrative budgets for FYs 04 and 05 (including USAID/Washington and regional funding) are $88.4 million and $87.3 respectively. </P> </P> Within the Executive Office, the Information Systems Team (IT) is responsible for providing data and telecommunication services. The ADP equipment system in the mission runs on Windows 2000 platform and includes Windows 2000 File and Print Servers, Exchange 2000 Servers, SQL Server 2000, IIS WEB Server as well as laser printers and scanners. IT system will expand to include Phoenix server for financial data processing, Documentum/ASIST servers for document archiving, eRooms for online collaboration and SBC servers for remote access.</P> </P> </P> </P> II. OBJECTIVE</P> </P> The Systems Manager reports to the Supervisory Executive Officer, but may receive technical guidance from IRM in USAID-Washington. This employee will serve as the principal person responsible for the technical operation of the Mission ADP systems and telecommunication. He will serve as the second network administrator of the mission and will be responsible primarily for operational controls of information system security and maintenance of the systems installed in the Controller's Office. These responsibilities include but are not limited to responsibility for computer operations, support of applications systems, safekeeping of data, the installation, maintenance and repair of all hardware, telecommunications (WARP-Wide Area Renovation Project), and systems development. The incumbent could assist in writing and debugging complex computer programs. The incumbent trains and orients computer users and new IT personnel in USAID Iraq. The employee advises USAID/Iraq management in the selection, procurement, budgeting and distribution of equipment and software for USAID/Iraq. The employee will, as needed, interface with local vendors, AID/W and other non-A.I.D. organizations, as well as assisting USAID/Iraq Office and field office users in automation matters.</P> </P> </P> </P> III. DETAILED DUTIES AND RESPONSIBILITIES</P> </P> LAN and WAN Operation and Administration 60% of time</P> </P> Serves as Systems Manager to install, monitor, control, optimize, and maintain electronic messaging Windows 2000/Exchange 2000 Servers. The primary objective IT the highest network day to day availability. He/she installs and maintains network software to servers and clients (PCs), upgrade of new software releases, optimizes network performance, and upgrades client software. Maintains backed up copies of server data to prevent accidental loss. The Systems Manager implements and monitors security controls in coordination with IRM to prevent data loss or unauthorized access.</P> </P> Application Support 10% of time</P> </P> As Systems Manager, and in consort with IS staff, supports everyday computer work of Mission employees. This includes support in text processing software, spreadsheet software, graphics software and all other software that IT in use in USAID/Iraq Office. Due to the installation of the Windows 2003 Server, MS Exchange/Outlook 2003 email platform and Windows 2000/XP Professional desktop environment, IT Team trains users to get familiar with new systems implementations.</P> </P> Software development/User Training 10% of time</P> </P> Develops and applies new software applications while programming in MS Visual Basic to meet future needs of mission and their fit to new platform running on Windows 2000/Exchange 2000 servers.</P> </P> WARP Telecommunication Equipment Operation and Monitoring 10% of time</P> </P> Monitor everyday WARP equipment operation (direct link to AIDW, Voice/FAX Over IP (VOIP), modem connection to DTSPO and wireless link to local ISP, Cisco Router, Nokia Firewall) and intervene on site or calling vendor support to enable smooth and reliable WARP equipment operation. If needed, with vendor's help, monitors parameters of WARP equipment operation using vendor's monitoring programs for WARP data and voice equipment.</P> </P> Maintenance and Hardware Repair 5% of time</P> </P> Keeps servers, LAN equipment and PCs in high availability status. This includes troubleshooting of PCs, LAN equipment and servers, replacing parts that need replacement and preventive maintenance as requested by the equipment vendors. Upgrades antivirus software on both servers and users' side.</P> </P> Other duties as required 5 % of time</P> </P> </P> </P> IV. QUALIFICATIONS AND SELECTION CRITERIA</P> </P> Candidates will be evaluated and ranked based on the following selection criteria: </P> </P> Education (15 points): Completion of education or training results in a baccalaureate degree in the fields of computer science, information systems management, or equivalent.</P> </P> Prior Work Experience (20 points): Five years of responsible experience in operating computers, PC support, programming. Experience on Windows 2000 Server & Exchange 2000 Server/WEB Server (11S)/Remote Access Server (RAS), UNIX/Solaris 8.0 OS Server for MACS processing within controllers office, as well as laser printers, scanners, and modems.</P> </P> Knowledge (15 points) : A basic understanding of USAID policies, procedures, internal controls and reporting requirements. Thorough knowledge of MS Word, MS Excel and DBASE.</P> </P> Skills (25 points): Good technical skills to troubleshoot, diagnose, and resolve hardware and software problems to maximize the capabilities of the USAID/Iraq computer resources. Good understanding of priorities of key managers to ensure that computer and automation organization IT responsive to those needs. Good interpersonal skills are required to resolve priority issues, system limitations, downtime, etc., with key officials, and to develop and maintain two-way communications and promote computer and automation services. Supervisory skills are required.</P> </P> Abilities (25 points): Ability to teach software programs to A.I.D staff. Ability to relate proposed projects and priorities to the capabilities and limitations of the computer system and components to determine capability to meet support requirements. Ability to articulate significance of management decisions with computer systems and system requirements to managers in order to obtain support for actions that will enhance automation and/or effective management of computer resources. Ability to balance workload demands between central system and individual user requirements. Ability to relate USAID/Iraq organization, functions, and mission to computer system's terms of reference, e.g., priorities for automation, an interrelationship of different applications programs to USAID/Iraq operations, etc. Ability to manage and supervise multiple sites and to coordinate support services from variety of contractors. Ability to write and debug complex computer programs using at least two computer-programming languages. Ability to design and maintain LAN, and PC configurations.</P> </P> </P> </P> V. SUPERVISION AND MANAGEMENT RESPONSIBILITIES:</P> </P> Supervision Received: The incumbent reports directly to the Supervisory Executive Officer who in consultation establishes basic parameters of work and determines priorities. Routine, reoccurring work is reviewed on a periodic test basis while task-oriented work is reviewed on completion.</P> </P> Supervision Exercised: The Systems Manager supervises FSN-1810-10 Deputy Systems Manger, one FSN-1810-9 System Engineer, FSN-1810-9 Web Developer / Administrator and two FSN-1805-7 Computer Operations Technicians within IT unit. May supervise external technicians, consultants, and programmers when required.</P> </P> </P> </P> VI. COMPENSATION</P> </P> The term of the contract will be for one year from on/about January 15, 2005 to on/about January 14, 2006 which may be extended for another two years upon mutual agreement and subject to satisfactory performance and availability of funds. This position has been classified at a U.S. Government GS-13. The actual salary of the successful candidate will be negotiated depending on qualifications and previous salary history. </P> </P> </P> </P> VII.
