- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-25.****** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This requirement is set-aside 100% for small business. Only small businesses may submit a quotation. ?In accordance with the Non-Manufacturer Rule (Reference FAR Part 25) to be considered a small business under a small business set-aside, the manufacturer and distributor must be classified as a small business under the NAICS code identified above*** ***All interested Contractor?s shall provide a quote for the following: Line Item 0001: Quantity One (1) Permeation Tube for generation of 0.3 ppm through 60 ppm of Methyl Isocyanate in 20 sccm through 50 sccm of dry air. Item shall be used in Generator described in Line Item 0004.Line Item 0002: Quantity One (1) Permeation Tube for generation of 1.5ng/l through 200ng/l of Dimethyl Methyl Phosphonate (DMMP) in 20 sccm through 50 sccm of dry air. Item shall be used in Generator described in Line Item 0005.Line Item 0003: Quantity One (1) Permeation Tube for generation of 1.5ng/l through 200ng/l of Parathion in 20 sccm through 50 sccm of dry air. Item shall be used in Generator described in Line Item 0005. Line Item 0004 : Quantity One (1) Calibrated Gas Generator System which shall meet the following required equipment specifications: (1) Shall include One (1) permeation oven, 115 VAC / 60 HZ operation; dilution flow range 20 cc ? 2.00_ l / min. measured through a mass flow meter; digital temperature control from 5 deg C over ambient temperature to 150 deg C in 0.1 deg C increments. (2) Shall have a front digital panel readout and adjustments for flow and temperature, (3) Shall be placed in a three (3) module expansion cabinet to house other system modules; (4) An instruction manual and one (1) set of adapters shall be included; (5) System shall allow for the use of disposable permeation tubes and liquid filled refillable permeation tubes and (6) The generators must provide for operator control of over temperature and span volume flow rate. Flow rates must be accurate to within 2 percent, temperatures within 0.1 deg C. Final generated concentrations must be calibrated to within 10 percent accuracy.Line Item 0005: Quantity Two (2) Calibrated Gas Generator System which shall meet the following required equipment specifications: (1) Shall include One (1) permeation oven, 115 VAC / 60 HZ operation; dilution flow range 20 cc ? 2.00_ l / min. measured through a mass flow meter; digital temperature control from 5 deg C over ambient temperature to 150 deg C in 0.1 deg C increments. (2) Shall have a front digital panel readout and adjustments for flow and temperature, (3) Shall not include a cabinet, however, it shall maintain the ability to connect to other expansion modules; (4) An instruction manual and two (2) sets of adapters shall be included; (5) System shall allow for the use of disposable permeation tubes and liquid filled refillable permeation tubes and (6) The generators must provide for operator control of over temperature and span volume flow rate. Flow rates must be accurate to within 2 percent, temperatures within 0.1 deg C. Final generated concentrations must be calibrated to within 10 percent accuracy.******The Contractor shall state the warranty coverage provided for the instrumentation. *******Delivery shall be provided no later than 8 weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ******Award shall be made to the lowest priced, technically acceptable quoter. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Evaluation of Technical Capability will be based on the information provided in the quotation.
