Aviation Training Officer ISSUANCE DATE: 11/22/04 CLOSING DATE: 12/6/04 SOLICITATION NUMBER: PSC-04-040A (INL) SUBJECT: This is a solicitation for an individual Personal Services Contract (PSC) issued by Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). INL is seeking proposals from U.S. citizens interested in providing the PSC services described below. All submissions must be made by the time and date specified herein and must include all documentation as requested. MARKET VALUE: GS-13 6. PERIOD OF PERFORMANCE: DECEMBER 2004 - DECEMBER 2005, extendable as required. 7. PLACE OF PERFORMANCE: Patrick Air Force Base, FL 8. JOB DESCRIPTION: See below A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida. The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Central and South America. The Office of Aviation performs this mission using a fleet of more than one hundred and sixty (160) fixed and rotary wing aircraft, 700 Contractor personnel, and 52 Government and Personal Service Contractor personnel, operating in the United States and various Latin American countries. PURPOSE: The purpose of this personal service contract position is to serve as the Aviation Training Officer for the Operations Division. The incumbent provides academic instructional guidance to the contractor, oversees contractor and host nation academic, maintenance and other training. The incumbent is required to develop, coordinate, and implement training programs for U.S. Government, contractor, and host nation personnel. The incumbent reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying aviation assets within or to OCONUS locations. SUPERVISORY CONTROLS: The incumbent works under the supervision of the Operations Division Chief. The Division Chief provides general direction in terms of broadly defined training policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. 2. STATEMENT OF WORK Develop, coordinate, organize, and implement comprehensive training programs for the Office of Aviation, i.e., Flight and Ground Programs of Instruction (POI) for: a. Night vision goggle (NVG) operations, b. Aerial gunnery training, c. Non Pilot Crew-Member training, d. Motor vehicle operator training, e. Flight line operations training, etc. Provide academic instruction to USG employees and Personal Services Contractors assigned to perform duties at Patrick AFB, Florida or OCONUS locations. Training includes the full range of theory, formal classroom instruction, and practical application. Apply the ?Fundamentals of Instruction? as listed in the FAA Flight Instructor?s Handbook during training. Apply the standard method of accomplishing tasks in accordance with the appropriate aircrew training manual (ATM) and DoS Guide to Training and Standardization. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Training Program. Through the contractor training coordinator and instructors, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and to avoid duplication of training effort. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to the Office of Aviation training program. Perform contract oversight of contractor training. Ensure that contractor instructors, and standardization pilots conform to the standards of the Office of Aviation Training Program. Prepare periodic contractor performance reports for the Contracting Officer?s Representative. Perform flight duties as a Fixed Wing or Rotary Wing Pilot as required. Actual tasks may be any task from the respective INL Air Wing Aircraft Aircrew Training Manual. 3. MINIMUM REQUIREMENTS In-depth knowledge of Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 133, 135, 137, 141, 143, and 830. Knowledge of the employment of aircraft in an aviation operations; including capabilities, limitations and techniques of employment of fixed and rotary wing aircraft. Extensive experience as a training developer and as a ground/flight instructor involved in the training and standardization of pilots and or maintenance/logistics/administrative personnel within a formal training program. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established DoS INL Office of Aviation Aircrew Training Program. Knowledge of and skill in operation of desktop computer based word processing systems. 4. DESIRED QUALIFICATIONS Qualification and at least three years experience as a military instructor pilot/standardization instructor pilot, or as a FAA Certified Flight Instructor. 5. COMPLEXITY The incumbent performs training and standardization oversight of U.S. Government, contractor and host nation personnel operating in four countries and at multiple forward operating locations. The incumbent develops multi-national/multi-cultural training programs, plans, policies, and procedures for the Office of Aviation. Coordinates recommendations from training/standardization committees, consults with the Chief of the Operations Division regarding ongoing projects, provides guidance to contractor, host nation and USG instructors and standardization pilots, and oversees implementation of the training program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and safety of aviation operations in support of the counter-narcotics mission. 6 PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to complete a FAA second class medical examination annually. 7. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/evaluations. Flight duties are performed in either the Fixed Wing or Rotary Wing aircraft as designated by the INL Air Wing, at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform flight duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. D.
