- The U.S. Research, Development and Engineering Command (RDECOM)-Armament, Research, Development and Engineering Center (ARDEC), Picatinny, NJ, 07806-5000, is currently seeking qualified sources for the contractor support required for a comprehensive Deputy Director for Research & Engineering based initiative to strengthen the U.S. technical talent pool beginning with a two- year work program. The contractor will support the planning and execution of the initiative, which will take system-wide action to increase the number of students from all groups who are prepared for and interested in career paths in technical fields. SCOPE: The work program will have three closely linked components: 1. public outreach to engage key stakeholders outside the DOD in the initiative, 2. program support of a pilot program, Materials World Module, that the DOD laboratories have begun to bring to scale, 3. mentoring to enable the current science and engineering workforce to contribute as productively and time efficiently as possible to the success of the Materials World Module (MWM) initiative. The contractor will support the MWM effort. Work will encompass the development and refinement of an implementation strategy, the interface of participating DOD laboratories with local communities, the preparation of DOD volunteers, and the design in of an evaluation strategy. CONTRACTOR PAST PERFORMANCE REQUIREMENTS Demonstrated knowledge of and experience with Materials World Modules (MWM), demonstrated access to national network of expertise on technology and education, management structure, familiar with the interface between IT and pre-K/12 science and math, web-based research, distribution, and program implementation experience, and familiarity with federal agency investments in technology-enabled education. Interested firms should submit literature/brochures not exceeding twenty (20) pages describing their technical capabilities and specifically address the requirements listed above in response to the aforementioned criteria. It is currently the intention of TACOM-ARDEC to issue a sole-source award to Building Engineering and Science Talent, Inc. This is a market survey, not a pre-solicitation notice. There is no formal solicitation available at this time. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. Interested sources are required to submit their qualification data on or before December 3, 2004.
