Description

The National Business Center intends to negotiate on a sole source basis with Mobius Management Systems, Inc., to upgrade [for compliance purposes] and to renew software licenses for the ViewDirect line of products. The acquisition will also include technical support and maintenance of the software. The proposed action is for the supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The reason justifying this sole source procurement is that the Government believes that only one responsible source can provide the supplies and services that will satisfy the agency requirements. Mobius Management Systems, Inc., has exclusive licensing rights to the software and is the only firm that provide technical support and maintenance of its proprietary software. Any firm that believes it can furnish the items described above is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within four days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at Gilbert_Olivas@nbc.gov. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard of $21 Million for North American Industry Industry Classification System (NAICS) Code 511210.
