Description
NAICS Code: 333618 In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with International Truck and Engine Corporation to procure a 2004 Diamond SPEC 1652 SC 4X2 (FH165) Chassis Package Car. A Cooperative Research and Development Agreement exists between the US EPA, United Parcel Services, Eaton Corporation, and the US Army to develop and evaluate the effectiveness of a highly efficient hydraulic hybrid urban delivery vehicle. The particular chassis package to be procured is for the P100 United Postal Service (UPS) Package Car the modification of which to a highly efficient hydraulic hybrid urban delivery vehicle is the subject of the development and evaluation. EPA intends to include an option for a second 2004 Diamond SPEC 1652 SC 4X2 (FH165) Chassis Package Car for use under this program if necessary. The item being procured is the only item that will meet the required specifications. EPA knows of no sources other than International Truck and Engine Corporation to procure this item. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by December 3, 2004 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
