- McConnell AFB identified the requirement for Book Services at the base library. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-05-Q-0002 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-25. This acquisition is available for full and open competition. The requirement is for a contractor to furnish books, FFP-Book ? Library, loaned. Provide a core collection of 1,400 current adult fiction and nonfiction books for patron checkout, with rotation of seventy (70) new books each month as selected by the Librarian. Provide a collection of Easy books for patron checkout, with rotation of 120 points each month as selected by Librarian using a point allowance system. Provide a core collection of 200 current young adult fiction and nonfiction books for patron checkout, with rotation of seventy (70) new books each month. The place of performance is McConnell AFB, KS (Sedgwick County). The period of performance will be from January 1, 2005 through December 31, 2005. The NAICS code for this acquisition is 451211(Size $6 million) and the SIC code is 7610. The following factor will be used to evaluate offers: Price. Complete the blanks as needed for the following provisions in their latest editions apply to this solicitation FAR 52.211-6, Brand Name or Equal; FAR 52.212-1 Instructions To Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Please submit with your quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The Government will award a contract to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government. Conditions Required to Implement Statutes or Executive Orders-Commercial Items; and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items shall apply to this solicitation. Contractors submitting quotes must be enrolled in the Central Contractor Registration Program (CCR).
