Description
THIS IS A REQUEST FOR INFORMATION AND INTEREST FROM COMMERCIAL VENDORS OF DRIVER SAFETY COURSES. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. IT IS NOT A REQUEST FOR PROPOSAL, SOLICITATION, OR AN INDICATION THAT THE GOVERNMENT WILL NECESSARILY CONTRACT FOR ARTICLES AS A RESULT OF THE EVALUATION. THE GOVERNMENT WILL NOT PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS RFI. The 31st Fighter Wing Ground Safety Office is seeking sources for an on base-driving instructor. The contractor shall provide all personnel, automobiles, vehicle maintenance, vehicle consumables, course marking materials, obstructions, instructional material (both electronic and printed material), and labor except as identified herein as Government-furnished, necessary to provide an advanced driving course on base at Aviano Air Base. Service includes, but is not limited to: operational control; provide two four-hour instruction blocks on the same day, once per week, twenty students per class. Quality control; establish and maintain a quality control system to ensure qualified, professional instructors and drivers and safe vehicles are available for each class. Government furnished property will be: A 120-meter by 120-meter asphalt skid pad, water and electrical power will be available at the skid pad. A classroom with chairs for the students will be provided; the classroom will have electricity and a computer with projection capability. All in-car instructors must possess at least a conversational capability in English and a demeanor suitable to instructing non-voluntary students. Classroom instructors must be fluent in English. Employees must be Italian citizens. Proof of citizenship (passport/national identification card) must be presented to the COR prior to employee?s beginning duties under this contract. As a minimum, the course must include an academic presentation outlining course events, class flow, and driving techniques. Course instruction should emphasize handling a car in an emergency avoidance situation. Mandatory instruction items include: proper sitting and hand position, and high performance cornering and braking. A minimum of 15 in-car-driving runs, with instructors in the car, is required. The contractor will provide sufficient vehicles to ensure all students can complete all required runs during the allotted time. As a minimum, 50% of the vehicles will have automatic transmissions. Vehicles anti lock braking systems must be selectable. Interested parties who have the capability to meet the criteria set forth should provide course description, and primary contact information not later than 20 December 2004.
