All Indian-owned companies submitting a quote in accordance with the Buy Indian Act, 25 U.S.C. 47 shall perform at least 51 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. All other terms and conditions shall remain in full force and effect.
