Description
The National Air and Space Intelligence Center, Directorate of Air and Electronic Systems, Wright-Patterson AFB, Ohio is contemplating a five-year basic, single-award contract to provide engineering support for testing and evaluation of client application of Baseline Intelligence Information. This will consist of managing, scheduling and production of Letter Design Specification Validation Reports; Initial Operational Capability Validation Reports; Operational Validation Reports; Surrogate Evaluation Reports; review and testing of threat models in MATLAB/SIMULINK or C++ code for Electronic Warfare (EW)/Air Weapon Systems, Information Warfare (IW), Information Operations (IO), space/counterspace, and ballistic missiles, and the ability to support threat baseline information on foreign threat systems of the type listed above. In order to permit rapid and economical exchange of technical information, the contractor must maintain a facility within a 25-mile radius of Wrigh! t-Patterson AFB OH for the entire contract period of performance. Potential sources must provide in their response to this announcement the following information: (1) Evidence of previous experience of performing validation or similar functions for the Department of Defense; (2) Evidence of managing, scheduling, and producing validation reports, conceptual model reports, and test matrices, for hardware, hybrid and software simulations. (3) Previous experience demonstrated in the testing of digital threat models using MATLAB/SIMULINK and C++ code, and be able to use and calibrate test equipment, be familiar with standard test procedures and test data reduction and analysis; (4) Evidence of the ability to obtain TOP SECRET/SCI personnel and facility in accordance with Industrial Security Manual (DOD 5220.22M) and ability to process and store Special Access Required (SAR) before contract award; (5) Evidence of the ability to perform over 50% of all work levied under this contract as a prime contractor. All responses will be evaluated against the criteria listed in this announcement. Limit responses to 10 pages or less. Foreign participation on this contract is not authorized or will be allowed. Sources are requested to submit their responses within 15 days after publication of this announcement to ASCPKN, Wright-Patterson, AFB OH 45433-6503 Attn: Mr. Richard Brown. All respondents shall indicate whether they are large or small business in relation to NAICS Code 541 33, size standard $20M. The government reserves the option to set this acquisition aside for a small business award.
