Description
One (1) Indefinite Delivery Indefinite Quantity (IDIQ) Service Contract will be awarded for environ?mental ser?vices assigned to Fort Polk, Louisiana and Southwestern Division (SWD). The contract is anticipated to be awarded no later than 31 May 200 5. The contract is for a five year period and a total contract amount not to exceed $15,000,000. All services required under this contract shall be described in an individual scope of work which may include, but not necessarily be limited to the followin g types of tasks: Provide assessment of environmental compliance programs including recommendations for, and implementation of actions necessary to comply with regulatory requirements or to improve the programs. Program areas may include, but are not limi ted to: development and implementation of environmental management plans; master planning activities for military installations; hazardous material/waste management and remediation; environmental training; municipal solid waste management; waste water trea tment; air and water quality; Integrated Training Area management; and natural and cultural resources management. Program analyses may require the preparation and implementation of environmental plans, documents and reports. These may include but are not limited to: Spill Prevention, Control, and Countermeasures Plans; Installation Spill Contingency Plans; Risk Management Plans; Solid Waste Management Plans; Pollution Prevention Plans; Hazardous Waste Minimization Plans; Stormwater Pollution Prevention Pl an; development of Installation Compatible Use Zone (ICUZ) studies; Ozone Depleting Chemicals Management Plan; Installation Asbestos Management Plan; Air Quality Management Plan, etc.; endangered species surveys; floristic and faunal surveys; floodplain an d wetlands delineations, and wetland mitigation; Environmental Compliance Assessment System work; habitat restoration projects; preparation of National Environmental Protection Act documents and permits; water quality monitoring; air emissions inventories; Natural Resource Damage Assessment; development and implementation of geographic information systems, hazardous and toxic waste and materials management, including compliance with the Emergency Planning and Community Right-to-Know Act. Prepare community relations plans for CERCLA and RCRA or similar activities according to acceptable standards and guidance. Develop and perform air quality monitoring plans as required under the Clean Air Act. Develop and conduct air-monitoring programs. Attend public mee tings, regulatory meetings, Restoration Advisory Board (RAB) meetings, Technical Review Committee meetings, represent clients and/or present findings and recommendations. Prepare responsiveness summaries. Prepare appropriate documents for the administrat ive resolution of decision at sites (e.g., Record of Decisions, No Further Response Action Planned Decision Documents, Proposed Plans, closure documents etc.). Develop or amend Closure Plans according to applicable USEPA and State regulations. Provide tec hnical support via investigation studies and remediation data documents. Prepare, review or modify groundwater assessment or monitoring plans to insure achievement of government objectives. Develop or modify RCRA Part B and Subpart X Permit applications. Prepare, review or modify contingency plans, Waste Analysis Plans, Personnel Training Plans, and/or Inspection Plans in accordance with USEPA RCRA and State regulations. Provide tank tightness testing services or alternative methods according to require ments of Federal and/or State regulations. Establish and review permit requirements for RCRA and CERCLA activities. Determine Applicable or Relevant and Appropriate Requirements (ARARs) for CERCLA sites. Provide engineering support via environmental stu dies/plans regarding various environmental compliance regulations including but not limited to the Clean Air Act, National Environmental Policy Act, endangered species, land management issues, noise, asbestos, mold, lead based paint, environmental compliance audits, environmental permitting, environmental baseline surveys, and the Munitions rule. Prepare environmental assessments and impact statements relating to wetlands and floodplains delineation, water features, natural drainage patterns and respective drainage areas, manmade drainage pathways, National Pollution Discharge Elimination System (NPDES) outfalls, etc., and a description of all types of containm ent (natural and manmade). Develop and maintain an administrative record of applicable records documenting the history of environmental investigations at a given site or installation. Prepare pollution prevention plans/assessments and other compliance ac tivities and documentation. Provide support for the development and implementation of Affirmative Procurement and Installation Sustainability per Army directives. Plans and specifications will be available on/or about January 05, 2005, and will be provided on Compact Disk (CD-ROM). THE NUMBER OF CD-ROMS WILL BE LIMITED TO ONE (1) PER FIRM. Plans, specifications, and planholders lists will be provided on CD-ROM free of charge.
