- This is a notice of intent to issue orders under Basic Ordering Agreement N00019-03-G-0003 with Sikorsky Aircraft Corporation (SAC), P.O. Box 9729 Stratford, CT 06615-9129 on an other than full and open competitive basis in order to provide for System Development and Demonstration of the Airborne Mine Countermeasures (AMCM) Block 2B sensor systems for the MH-60S aircraft. The Block 2B mission sensor systems are the Airborne Mine Neutralization System (AMNS), Orgranic Airborne and Surface Influence Sweep (OASIS), Rapid Airborne Mine Clearance System (RAMICS), Airborne Laser Mine Detection System (ALMDS) and AN/AQS-20A Flight Test Support. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SAC is the sole developer of the H-60 helicopter and therefore the only source possessing the proprietary data, expertise, equipment and personnel to develop and incorporate modifications to the MH-60S helicopter.
