- Description
- The Naval Research Laboratory (NRL) has a requirement for three tasks at its Multi-Function Electronic Warfare Facility located at the Chesapeake Bay Detachment at Chesapeake Beach, Md. A site visit to inspect the facility is anticipated, and details will be included in the solicitation. The first task of maintenance and modifications will involve inspecting the existing mechanical and electrical connections and ordering and replacement of component mechanical and electrical connections for the existing trailers which comprise the facility. Because this task could involve emergency work, the successful offeror must be available, have proper security clearances, be located a reasonable distance from the facility, and have available equipment and ample mechanics certified in multiple trades available on an on call basis 24 hours per day, 7 days per week. It is expected that this task will have a period of performance of one year. The second task involves special supplemental adaptive work, including but not limited to: adding or moving an antenna, adding new cable or connections, mounting new equipment, and removing and disassembly of the Radar Absorbing material, the pallets and the arrays for array repair. Effort under this task will probably only occur three or four times over the next year, but this task will also have a period of performance of one year. The third task involves providing and installing a structure to mount a small light weight transmitter 30 ft from the surface of an existing receive unit. This structure must support itself in high wind, rain, and snow, and meet the rigidity requirements for calibration of the receive unit under these conditions. It is anticipated that this task will be completed within 8 months of contract award. It is contemplated that one award will be made resulting from this solicitation, and that the successful offeror will perform all three tasks. The successful offeror will be required to provide materials, a staff of skilled mechanics with skills in all trades of mechanical and electrical manufacturing and assembly, and some equipment, such as a 100' boom, a 85 ton crane and aerial work platforms as required. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources may submit a proposal, which will be considered by the agency. This requirement is full and open competition.
