- NAICS Code: 334516 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED FOR THE BELOW DETAILED ITEM. THIS PROCUREMENT IS MADE AS A SMALL BUSINESS SET-ASIDE. The identifying RFQ number is RFQ-RT-05-00078. The NAICS Code is 334516 and the size standard is 500 employees or less. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25 (Correction). A firm-fixed price purchase order is anticipated to result from the award of this solicitation. The contractor shall provide a quotation for three (3) each SF6 Analyzers that meet the following minimum specifications: 1) Programmable timer for remote operation; 2) Ability to measure SF6 in ambient air environment; 3) Weight less than 50 lbs; 4) Measures SF6 concentrations in a range from 100 ppt to 50 ppb with a time response rate less than two minutes and an accuracy of +/-5%; 5) Operates under ambient temperatures (-15 to 35C); 6) Minimum of two sampling ports available; 7) Ability to operate by battery or external power source (this requirement is prefered, but may be waived if no analyzer quoted meets this requirement); 8) Must include all necessary software. Assuming early January award, delivery must be by 1/31/05 or sooner. Quotations must include leadtime and must be accompanied by product specification sheets with sufficient detail for EPA to verify that the unit proposed meets the above minimum performance specifications. Evaluation shall be made on a lowest price/technically acceptable basis. The following FAR provisions apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items (see http://www.epa.gov/oamrtpnc/spclaus/index.htm for text). The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (see http://www.epa.gov/oamrtpnc/spclaus/index.htm for text). For FAR 52.212-5, the following FAR clauses will be selected: 52.233-3, 52.222-26, 52.232-33, 52.225-13, 52.219-6, 52.222-3, 52.222-19, 52.225-1, 52.222-36, 52.222-35, 52.222-37, and 52.225-3.
