- Y -SOLICITATION NOTICE - The Government intends to issue a Request for Proposals (RFP) for the construction of the Advanced Genetics Laboratory Addition at the National Small Grains Germplasm Research Facility (NSGGRF) in Aberdeen Idaho. The Base Bid consists of the construction of a 1-story steel framed laboratory/office addition with approximately 12,000 square feet of floor area. The base bid also includes all HVAC, plumping, fire protection systems, electrical, and other works as shown on the plans and/or described in the specifications, with the exception of the following six optional items. The six (6) Optional Items include: 1) Generator Enclosure; 2) Employee Parking (20 spaces) and Government Vehicle Parking (10 spaces); 3) Additional Government Vehicle Parking (10 spaces/south); 4) Landscaping; 5) Patio; and 6)Folding Panel Partition. The contract performance time is 300 calendar days after the issuance of the notice to proceed. The Estimated Cost of Construction (ECC) for the project is between $1 million and $4 million. This procurement will be conducted as a competitive 8a set-aside as established by Section 8(a) of the Small Business Act (15 U.S.C. 637(a)). SBA Tracking Number 7700-05-500578. Only those firms meeting the Small Business Administrations (SBA) criterion, and have previously been certified by the SBA as an 8(a) contractor are eligible to compete for this procurement. Competition will be restricted to 8(a) firms which have a NAICS code of 236220 having a size standard of $28.5 million. Competition for this procurement is limited to eligible 8(a) firms located in the states of Idaho or Utah and 8(a) participants in good standing, serviced by SBA offices outside of these states, but having a bona fide branch office in Idaho or Utah. The solicitation documents are available for viewing and downloading on FedBizOpps (www.fedbizopps.gov). The specifications and drawings will NOT be available on FEDBIZOPPS. Hard copies are available for purchase for a NON-REFUNDABLE fee of $250.00. The written request and a check or money order MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, 5601 Sunnyside Avenue, Mail stop 5124, Beltsville, MD 20705. The checks or money orders are NON-REFUNDABLE and shall be made payable to: USDA, Agriculture Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE REQUESTS FOR THESE DOCUMENTS WILL NOT BE ACCEPTED. A single pre-proposal conference and site visit is scheduled for January 19, 2005, at 12:00 p.m. at the NSGGRF, Aberdeen, ID. Subcontractors are encouraged to attend the pre-proposal conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Proposals are due on Thursday, February 3, 2005, 2:00pm (EST) at the George Washington Carver Center, 5601 Sunnyside Avenue, Beltsville, MD 20705-5124. Due to the heightened security at Government buildings, Offerors are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) days for mail scanning. Couriers will not be allowed to drop proposals off at the security desk; they must take them to the mail room located at the back of the building and therefore must do so in enough time to meet the date and time for receipt of proposals. Award will be based on a tradeoff (best value) source selection, considering evaluation factors identified in the solicitation. Significant evaluation factors include Past Performance and Relative Experience, Key Personnel, Contract Administration, and Schedule and Resources. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
