- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI)) intends to negotiate an award of a purchase order on a noncompetitive basis to Histoserv, Inc., 19526 Amaranth Drive, Germantown, MD, 20874, to provide laboratory services in support of cell cycle protein regulator analysis, protocol #?s 2-CB-38 and 1-VB-4. The Statement of Work is a follows: Contractor Requirements: Independently, and not as an agent of the government, the contractor shall furnish the materials, equipment, and facilities not otherwise provided by the government under the terms of the contract. Specifically the contractor shall: (1) pick up the tissues and deliver the slides; (2) prepare the tissue for section embedding; (3) perform serial sectioning of the tissues (5um), and labeling of the slides in the order of sectioning; (4) perform H&E scanning of the tissues; (5) perform immunostaining of the tissues using HRP, the primary antibody being either provided by the investigator or provided with the Contractor. The Contractor should provide a positive control confirming that the staining is accurate; (6) perform apoptosis assay on the tissues (tunnel assay uding TdT end labeling with DIG); (7) provide a positive control confirming that the staining is accurate; (8) process samples upon receipt / and delivery to the Government within one (1) week after pickup with any unused paraffin block. Government Requirements: The Government will provide tissue samples, e.g. (heart, arteries, etc) to the Contractor as needed and is responsible for reviewing and approving tissue sample reports and other documents generated by the Contractor. Reporting Requirements and Deliverables: The estimated quantity of the deliverables include: (1) h&E slides, quantity 1,600 each; (2) non stained slides, quantity 5,000 each; (3) immunohistochemistry, quantity 70 each; and (4) tunnel assay, quantity 70 each. The Contractor shall submit a delivery ticket and an invoice with each batch of histology slides delivered to the Government. Period of Performance: The period of performance is from January 2005 through September 30, 2005. The sole source award to Histoserv, Inc., is contemplated based upon the fact NHLBI does not have the resources in its laboratories to complete the sectioning and that Histoserv, Inc., started the sectioning for the projects related to this protocol. Since, Histoserv, Inc., started, it is to the government?s best interest not to change the company at this time so that the integrity of the research will not be jeopardized. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures. It is noted that FAR Part Part 6, Competition Requirements, is not applicable to simplified acquisitions. The North American Industry Classification System (NAICS) applicable to this requirement is 621511, and Size Standard is $6.0M. Interested parties are requested to review Statement of Work, and submit a statement of interest which includes: (1) an itemized price list of the services being requested; (2) at least three (3) references documenting similar past performance experience; and (3) a technical approach of how the work will be performed. The proposals will be evaluated on the Offeror?s price, successful past performance experience on similar projects, and their technical approach. The interested parties statement of interest is due on January 11, 2005 by 4:30 P.M. The proposal must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN) and the Offeror?s business size. The Offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov . Proposals will be evaluated in strict conformity with the evaluation criteria herein and in conformance with the Offeror?s proposal as it relates to the Government?s requirements. A final best-buy analysis will be performed taking into consideration the results of the technical evaluation, cost analysis, and ability to complete the work within the Government's required schedule. The Government reserves the right to issue an order to the best advantage of the Government, technical merit, cost, and other factors considered. All responsible sources may submit a proposal which if timely received shall be considered by the agency. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
