Description
This project will consist of grading, drainage, and agricultural fencing on 3.23 miles (largest schedule) of roadway for HI-A-AD 6(2) and EMP 6(1A), State Route 200, Saddle Road, in the Pohakuloa Training Area, Hawaii County, State of Hawaii. Estimated price range is between $5,000,000 and $10,000,000. This project contains 2 schedules. Principal work items on the largest schedule include: slope, reference, and clearing and grubbing stakes, 3.3 mi; miscellaneous survey and staking, lump sum; roadway cross section survey, 2.4 mi; contractor testing, lump sum; temporary soil tackifier, 29 acres; silt fence, 12,650 lnft; check dams, 204 ea; temporary diversion channel, 800 lnft; sediment control logs, 310 ea; watering, 11,600 mgal; clearing and grubbing, 53 ac; removal of woven wire fence, 5,830 lnft; roadway excavation, 200,000 cuyd; subexcavation, 10,000 cuyd; roadway obliteration, 4,900 sqyd; placed riprap, various class, 2,581 cuyd; mortared riprap, class 3, 615 cu yd; aggregate surface course, 624 tons; concrete, 875 cuyd; pipe culvert, various size, 1,870 lnft; fence, woven wire type, various height, 110,450 lnft; temporary construction fence, 5,000 lnft; brace panel, various size, 280 ea; rubble masonry, course pointed finish, 72 cuyd; placing conserved topsoil, 6-inch depth, 123,500 sqyd; mulching, hydraulic method, 21 ac; water, 6,360 mgal; erosion control mat type 3, 18,500 sqyd; along with associated pavement markings, barricades, and traffic control. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
