Description

The Vicksburg Consolidated Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Skyline Software Systems, Inc., 500 West Cummings Park, Suite 5950, Woburn, MA 01801. This procurement is being conducted un der Simplified Acquisition Procedures (SAP)  only one responsible source and no other supplies or services will satisfy agency requirements. The Engineer Research and Development Center (ERDC), Topographic Engineering Center (TEC) Operations Division requ ires the development of an extension module from Skyline Software Systems for their previously purchased TerraExplorer Pro software that would interface directly with the Topographic Engineering Centers ZCorp Model 810 3D printer. Currently the ZCorp 810 3D printer requires high resolution geospatial data sets to produce operationally useful 3D solid models of urban areas. If high resolution data sets are not available realistic models of buildings and other key features have to be created using modeling and simulation software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to provide this supply or service in writing to the identified point of contact not later that 1600 hrs CST on 20 January 2005. The period of performance for this software development is three months from the date of award. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communicatio ns are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
