Description
The U.S. Geological Survey (USGS), Space and Facilities, Denver, Colorado has a requirement for A&E Services to complete the design, specifications, and drawings of a building addition of approximately 80,000 square feet which is part of the Louisiana Facility Expansion Project located in Lafayette, Louisiana. This building will house scientific laboratories and offices and will be an addition to the existing facility. The purpose of this notice is to announce the intent to negotiate on a sole source basis with CTA Architects and Engineers, Billings, Montana in accordance with FAR 6.302-1; Only One Responsible Source and No Other Supplies will Satisfy Agency Requirements, for the continuation of design and production of construction drawings for the facility. Completion of this project is a follow on effort of previous task orders for design awarded to CTA under a Department of Interior IDIQ A&E contract. In March 2005 under the existing order CTA will have completed approximately 50% of the total project and 30% of the design, drawings, and specifications and participated in the required Value Engineering. Work under a new contract will consist of completion to 100% of the final construction drawings and specifications. It has been determined that replacing CTA with a new firm would severely burden the government with a loss of critical knowledge of the architectural, engineering, and scientific details of the existing facility and the new facility and lead to delays due to time loss to bring a new contractor up to speed which would produce a substantial duplication of costs that would likely not be recovered through competition. This is NOT a request for proposal. However, if another firm believes it can perform these services without a negative impact to the project they are invited to submit an affirmative response. Should additional sources be identified who feel they can complete the requirement without loss of time or duplication of costs they are invited to submit in writing an affirmative response to this announcement. An affirmative response must include a demonstration of their ability to provide an equivalent service, rationale as to why they should be considered and demonstration that a new A&E firm would not negatively impact costs, quality, or schedule. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such documents without accompanying information shall be considered non-responsive to this request without further consideration. This notice may represent the government's only official notice of this procurement. See Note 22.
