Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with American Valley Aviation, Quincy, CA 95971-1914 for the acquisition of 146 Propeller Handling Slings, P/N 5-39351-1. The Propeller Handling Slings are in support of the E-2 aircraft. The proposed acquisition is for Peculiar Support Equipment for which the Government does not own drawings or specification. American Valley Aviation is the Original Equipment Manufacturer (OEM) and as such holds the technical data rights. Furthermore, the Propeller Handling Slings have been designated as Critical Safety Items (CSI) in accordance with NAVAIR Instruction 4200.25D and classified as a Category I CSI per Mil-Std-882. Any procurements for these items are to be from the OEM only. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
