Description
Solar Dynamics Observatory (SDO) Project Battery NASA?s Goddard Space Flight Center intends to issue a Request for Proposals (RFP) for a space flight-qualified Lithium-Ion Battery for the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement entails the Contractor providing the facilities, personnel, services, parts, tools, equipment, and materials necessary to design, analyze, manufacture, inspect, test and deliver: 1 Prototype/Life Test Battery ? battery built close to flight design, subject to the prototype environmental qualification test program, then life tested 1 Qualification/I&T Battery ? battery built to flight design, subject to flight qualification, environmental test program, then delivered to GSFC for I&T 2 Flight Batteries ? batteries built to flight design, subject to acceptance environmental test program, then delivered to GSFC 12 test cells ? to be used at the discretion of the GSFC Battery Engineer The Lithium-Ion Battery must survive handling, transportation, and launch environments, and must operate in orbit for at least sixty-three (63) months. In accomplishing the development and delivery of the Lithium-Ion Battery, the Contractor shall also perform the following: Provide data and/or analysis demonstrating that the Battery meets the capacity requirements at EOL Provide the dimensions, mass, and center of gravity of the Battery Provide support in developing a battery handling plan Provide documentation on all materials used in fabricating the Battery Provide documentation and support demonstrating compliance with functional and safety requirements described in the SDO Battery Specification 464-PWR-SPEC-0079 Provide support in developing a thermal analysis of the battery during pre-launch, launch, and normal mission operation Provide support in developing a mechanical analysis of the battery simulated launch and deployment Provide support in addressing any reliability concerns/analysis described in section 5.3 of the SDO Battery Statement of Work (464-PWR-LEGL-0035). All work shall be accomplished in accordance with Performance Specification 464-PWR-SPEC-0079, entitled ?Performance Specification Battery? and the Statement of Work (SOW) 464-PWR-LEGL-0035 entitled ?Statement of Work for Solar Dynamics Observatory (SDO) Project Battery.? The Performance Specification and SOW will be provided with issuance of the RFP. This procurement will be a full and open competition under FAR Subpart 15.3, ?Source Selection?, and NASA FAR Supplement Subpart 1815.3, ?Source Selection?. NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the Batteries with an anticipated award date on or about April 18, 2005. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 335911, with a corresponding size standard in number of employees of 500. The anticipated release date of the RFP is on or about January 31, 2005, with an anticipated offer closing date on or about March 2, 2004. The actual due date for receipt of offers will be stated in the prospective RFP. Upon issuance of the RFP, all qualified responsible sources may submit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note ?B?.
