Description
This is a combined synopsis/solicitation for appraisal services for seven (7) parcels, Kipapa Gulch, Located on the Island of Oahu, Hawaii. This is an unrestricted solicitation. The scope of work is as follows: The assignment is to prepare one (1) appraisal report estimating the fair market value of identified interests for internal planning purposes. Value as defined by the definitions contained within the Uniform Appraisal Standards for Federal Land Acquisitions, and as stated herein. Real Estate: Kipapa Gulch: A total of 376 +/- acres of land south of Highway H-2, and south of Kamehameha Highway, Central Oahu, Hawaii. Six parcels of land on City and County of Honolulu Tax Map Key 1-9-4-5 containing 278 +/- acres with the owner of reco rd being The United States of America. One parcels of land on City and County of Honolulu Tax Map Key 1-9-5-3 containing 98 +/- acres with the owner of record being The United States of America. Value/Property Rights Appraised: Fair Market Value for internal planning purposes of the identified real estate. Fee simple title to the land identified in Exhibit A, as City & County of Honolulu Tax Map Key 1-9-4-5 Parcels; 56, 8, 6, 18, 15, and 17 and EXHIBIT B, City & County of Honolulu Tax Map Key 1-9-5-3 Parcel; 8, subject to existing easements for public road s and highways, public utilities, railroads and pipelines. Legal Description: Exhibit A, City & County of Honolulu Tax Map Key 11-9-4-5 Parcels; 56, 8, 6, 18, 15, and 17 (278 +/- acres) EXHIBIT B, City & County of Honolulu Tax Map Key Parcel; 8, (98 +/- acres) Appraiser Qualifications: Principal contractor shall be certified General Appraiser with the Department of Commerce and Consumer Affairs, State of Hawaii. The Appraiser shall be knowledgeable and competent in valuing fee interest estates of properties under the Fede ral Rule. The successful appraiser will be the only point of contact and the signatory of the document. The Appraisers firm shall qualify as a small business. The appraiser cannot have any active assignments with parties who have legal interest in the p roperty to be appraised. The appraiser who is contracted to complete this assignment must be the signatory of the appraisal document. Valuation: The appraisal shall conform to the UNIFORM APPRAISAL STANDARDS FOR FEDERAL LAND ACQUISITIONS (UASFLA), as the properties will be appraised utilizing the Federal Rule http://www.usdoj.gov/enrd/land-ack. Additionally the appraisal shall comply with the UNIFORM STANDARDS of PROFESSIONAL APPRAISAL PRACTICE http://www.appraisalfoundation.org/html/USPAP2003/toc.htm. In the event there is a conflict, UASFLA will prevail and the appraiser may invoke the Jurisdictional Exception. If certain sections are not applicable, so state and provide your reasoning. The v alue requested is current fair market value of the subject parcel. Fair market value is defined as the amount in cash, for which in all probability the property would have sold on the effective date of the appraisal, after a reasonable exposure time on th e open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property at the time of the appraisal. This definition shall be used in the appraisal. Major Assumption: The property is to be appraised as is, and as if clear of any contaminants. Report: The appraisal shall be presented as a complete, self-contained report in conformity with the UNIFORM APPRAISAL STANDARDS FOR FEDERAL LAND ACQUISITIONS. The Army Corps of Engineers ER 405-1-2 regulations regarding appraisal requirements shall be complied with. A copy of the scope of work must be included in the Addenda of your appraisal report. Special Instructions: The Government will provide the appraiser with the point of contact (POC) for arranging an inspection of the property. A metes and bounds survey will not be provided as the State of Honolulu County Tax Map Keys are used to identify t he subject parcels of the appraisal. Additional information will need to be provided by the contract appraiser. Quantity: Eight (8) typewritten and certified copies of each. The report must also be provided on a CD-ROM in a Microsoft Word Format. Delivery: Appraisal shall be completed and report delivered no later than March 30, 2005. A draft copy of the report shall be provided on March 7, 2005.
