Description
A Request for Proposal will be available for download on or about February 15, 2005 at the Alaska District U.S. Army Corps of Engineers Contracting Web site in electronic format only using electronic bid sets (EBS) at https://ebs.poa.usace.army.mil/a dvertisedsolicitations.asp Interested firms must register at the web site for this solicitation to receive notification of solicitation updates. No disks shall be mailed. Any resulting contract will be firm-fixed priced. The solicitation shall be issued a s a competitive small business set-aside per FAR 19.5 - Set-Asides for Small Businesses. The award will be based on Best Value IAW FAR 15. The government shall not be responsible for proposal preparation costs. To receive award contractors must be register ed in the CCR at www.ccr.gov The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price, shall be applicable; therefore, the successful firm shall have the capability to acquire such bondin g. In addition a bid guarantee is also required. The Service Contract Act will apply. Joint ventures must also be registered in CCR as a joint venture prior to award. Description of Work: Moses Point Formerly Used Defense Site (FUDS) Remedial Action. Mose s Point is located on the northern shore of Norton Bay on the Seward Peninsula in western Alaska, approximately 100 miles east of Nome. The nearest community is Elim, approximately 10 miles to the southwest. In 1942, the U.S. Army took control of an existi ng airport facility at Moses Point and constructed a garrison as part of the defense buildup related to World War II. After the end of World War II, building debris and drums were buried at the site. Due to leaks from buried and exposed drums, contaminatio n has occurred at Moses Point. Contamination consists of petroleum, oils, and lubricants (POL), and lead in soil. This Remedial Action, being conducted under the Formerly Used Defense Sites (FUDS) Program, includes excavation of drums and contaminated soil from various sites in the Moses Point area. Drums and drum contents (mainly solid and liquid asphalt products) shall be disposed offsite along with lead contaminated soil and soil grossly contaminated with POL. The remaining POL contaminated soil shall be treated via landfarming. The work includes project management, preparation of planning documents, mobilization and demobilization, providing for field overhead to conduct the work, excavation of drums and asphalt, filling and grading excavations, bulking of drum contents, cleaning and crushing of drums, shipping drums offsite for disposal, treating contaminated soil, collecting samples for chemical analysis, reporting, and miscellaneous other tasks. There will be a pre-proposal conference at Elmendorf AFB, Alaska (time/date to be determined at a later date). NAICS: 562910, Size Standard: $12.0 million. Completion date: Base Period 15 March 2007.
