Description: The following is a list of Amendments issued to the RFQ: A. AMENDMENT NO. 0001 was issued on November 30, 2004 providing the following changes: 1. The RFQ Submission date is not extended and remains due on January 7, 2005 by 3:30 p.m. (California time). 2. Attached is a copy of the current RFQ holders list (2 pages). 3. Attached is a copy of the Attendance Sheet for the Pre-RFQ Conference held on November 23, 2004 in Los Angeles, California (4 pages). 4. Section L, page 7, has several typographical errors that need correction. 5. Section L, Paragraph F(i), Geographic Limitation, page 8, the third line of both paragraphs is corrected to read "?Los Angeles, Orange, or San Diego Counties?" 6. Section L, page 12, the complete Proposal Number GS-09P-05-KTC-0007 is added. 7. Section L, Mandatory Submissions Checklist, pages 15 and 16, requires additional information to be added in the following paragraphs: Paragraph A(3)(c): "Maximum of 2 single-sided pages each." Paragraph B(4) and B(5): "(4.) Architect-Engineer Qualifications Form (SF-330) Offeror provides Design Key Personnel information for evaluation in the Key Personnel Section. (5.) Contractor's Qualifications and Financial Information (GSA Form 527) Minimum Requirement for Design and Construction Teams" 8. All other terms and conditions remain the same. B. AMENDMENT NO. 0002 was issued on December 14, 2004 providing the following changes: 1. The RFQ Submission date is not extended and remains due on January 7, 2005 by 3:30 p.m. (California time) at the address indicated in the RFQ. 2. Attached is a copy of the current RFQ holders list (2 pages). 3. In Section L and Section M, the definitions of SIMILAR PROJECTS have been revised to the following: HIGH-RISE PROJECT: means, at a minimum, new high-rise (eight vertical floors), complex office, hotel or related construction, equal to or exceeding 270,000 gross square feet (25,000 gross square meters), costing at least $50,000,000 at the time of construction, and was completed on or after January 1, 1995 or will be at least 75% complete as of January 1, 2005. COURTHOUSE PROJECTS: means, at a minimum, new construction of a federal, state or municipal courthouse, consisting of at least eight courtrooms, equal to or exceeding 270,000 gross square feet (25,000 gross square meters), costing at least $50,000,000 at the time of construction, and was completed on or after January 1, 1995 or will be at least 75% complete as of January 1, 2005. OTHER PUBLIC PROJECTS: means, at a minimum, new construction of a museum, hospital, library, performing arts center or related construction, equal to or exceeding 270,000 gross square feet (25,000 gross square meters), costing at least $50,000,000 at the time of construction, and was completed on or after January 1, 1995 or will be at least 75% complete as of January 1, 2005. SIMILAR PROJECTS: means collectively HIGH-RISE PROJECTS, COURTHOUSE PROJECTS and OTHER PUBLIC PROJECTS. LARGE PROJECTS: means, at a minimum, SIMILAR PROJECTS that also exceeds 540,000 gross square feet (50,000 gross square meters) and has a construction value of at least $100,000,000. 4. In Section L and M, the submittal requirements have been changed to require of the six (6) projects for the construction team that (3) HIGH-RISE PROJECTS AND one (1) LARGE PROJECT be submitted. 5. Attached are the Questions and Answers (3 pages) 6. Attached is a copy of the transcript and powerpoint slides from the Pre-RFQ Conference held on November 23, 2004. We have annotated corrections and clarifications directly on the transcript. However, these annotations do not address the changes introduced by this amendment. Offerors are cautioned that some of the information contained in the attached transcript and powerpoint slides has been changed by this amendment. Offerors are encouraged to carefully read this amendment prior to submitting an offer. 7. Offerors are to submit any questions using the RFI Form by Friday, December 17, 2004 by 3:30 p.m. 8. All other terms and conditions remain the same. C. AMENDMENT NO. 0003 was issued on January 5, 2005 extending the due date of the RFQ to January 18, 2005 at 3:30 p.m. in San Francisco, CA. D. AMENDMENT NO. 0004 was issued on January 12, 2005 extending the due date of the RFQ to February 11, 2005 at 3:30 p.m. in San Francisco, CA. E. AMENDMENT NO. 0005 was issued on January 25, 2005 providing the following changes: 1. The RFQ Submission date is not extended and remains due on February 11, 2005 by 3:30 p.m. (California time) at the address indicated in the RFQ. 2. In Section L and Section M, the definition of LARGE PROJECT has been revised to the following: "LARGE PROJECT: means, at a minimum, HIGH RISE PROJECT that has a construction value of at least $100,000,000.00 and designed under the 1997 Edition of the Uniform Building Code." 3. In Section L and Section M, Other Minimum Requirements (GO/NO-GO Factors) have been changed as follows: a. The Geographic Limitation has been deleted in its entirety. b. The minimum amount for bond certification has been reduced to $250,000,000.00 for Phase I - RFQ. The Government is still reviewing the bonding limitations and additional requirements will be issued during the Phase II- RFP. c. The insurance record has been removed from Phase I - RFQ Phase and will be required in Phase II - RFP phase. 4. All other terms and conditions remain the same.
