Description
NA NASA/GSFC intends to purchase an Acousto Optic Spectrometer (AOS) from the University of Cologne under the authority of 10 U.S.C. 2304 (c) (1)Only One Responsible Source. NASA Goddard Space Flight Center currently uses an AOS built by the University of Cologne. The spectrometer is a replacement for an integral part of the Heterodyne Instrument For Planetary Wind and Composition (HIPWAC), which is of fixed design. The control electronics, control software and computer interface has already been developed, built and used with the current University of Cologne AOS. Therefore, only the University of Cologne AOS is fully compatible with the existing Goddard HIPWAC instrument. The government intends to acquire a commercial item using the procedures of FAR subpart 13.5- Special Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30p.m. local time on February 8, 2005. The capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
