- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Hach Ultra Analytics, Grants Pass, OR, for maintenance and calibration support services for government owned Portable Electronic Hydraulic Fluid Particle Counter Sets. The Government intends to award a long term Performance Based Logistics (PBL) contract for a period up to 8 years for these services. The initial Ramp Up period of three years is expected to begin in November 2005 with a Full Performance period of five years thereafter in 2008. The MXU-973E (Type I) and MXU-976 (Type II) Hydraulic Fluid Particle Counters procured from Hach Ultra Analystics under contract N68335-03-D-0144 are used to determine hydraulic fluid cleanliness in aircraft and aviation hydraulic support equipment. These units are used by the Navy and Marine Corps personnel at the organizational and intermediate levels of maintenance both land-based and shipboard throughout the world. Work on the proposed procurement will be performed soley by the OEM contractor. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own data, drawings, software code or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-05-R-0056 HPC PBL. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. The Navy anticipates the awards to be CPFF for 3 years to be funded on a yearly basis and in 5 yearly increments as FFP thereafter. No solicitations will be available for this procurement.
